Pursuant to Standing Orders 68(2) and 69(1), on motion of Mr. Volpe (Minister of Human Resources and Skills Development) for Mr. Goodale (Minister of Finance), seconded by Mr. Chan (Minister of State (Multiculturalism)), Bill C-24, An Act to amend the Federal-Provincial Fiscal Arrangements Act and to make consequential amendments to other Acts (fiscal equalization payments to the provinces and funding to the territories), was introduced, read the first time, ordered to be printed and ordered for a second reading at the next sitting of the House.

Recommendation
(Pursuant to Standing Order 79(2))
Her Excellency the Governor General recommends to the House of Commons the appropriation of public revenue under the circumstances, in the manner and for the purposes set out in a measure entitled “An Act to amend the Federal-Provincial Fiscal Arrangements Act and to make consequential amendments to other Acts (fiscal equalization payments to the provinces and funding to the territories)”.

Pursuant to Order made Thursday, November 18, 2004, the House proceeded to the taking of the deferred recorded division on the motion of Mr. Martin (Winnipeg Centre), seconded by Mr. Comartin (Windsor—Tecumseh), — That, in the opinion of this House, the federal government should acknowledge processed trans fatty acids are harmful fats, which are significantly more likely to cause heart disease than saturated fats;

Conformément à l'ordre adopté le jeudi 18 novembre 2004, la Chambre procède au vote par appel nominal différé sur la motion de M. Martin (Winnipeg-Centre), appuyé par M. Comartin (Windsor—Tecumseh), — Que, de l’avis de la Chambre, le gouvernement fédéral devrait reconnaître que les acides gras trans artificiels sont des acides gras nuisibles qui présentent des risques de troubles cardiaques beaucoup plus importants que les acides gras saturés;

And that this House hasten the development of replacements to processed trans fats by urging the government to enact regulation, or if necessary legislation within one year, guided by the findings of a multi-stakeholder Task Force, including the Heart and Stroke Foundation of Canada and following the consultation process with scientists and the industry currently underway;

Therefore, this House calls on the government to enact regulation, or if necessary present legislation that effectively eliminates processed trans fats, by limiting the processed trans fat content of any food product sold in Canada to the lowest level possible.

Par conséquent, la Chambre demande que le gouvernement édicte un règlement ou, si nécessaire, dépose un projet de loi bannissant de facto les acides gras trans artificiels en réduisant au plus bas niveau possible le taux d’acide gras trans artificiel toléré dans tout produit alimentaire vendu au Canada.
