The Standing Committee on Transport, Infrastructure and Communities met in a televised session at 3:30 p.m. this day, in Room 253-D, Centre Block, the Chair, Larry Miller, presiding.

 

Members of the Committee present: Harold Albrecht, Peter Braid, Olivia Chow, Ed Komarnicki, Hoang Mai, David J. McGuinty, Larry Miller, Mike Sullivan, Lawrence Toet and Jeff Watson.

 

Acting Members present: Chungsen Leung for Wai Young and Jean Rousseau for Marjolaine Boutin-Sweet.

 

In attendance: House of Commons: Jean-François Pagé, Procedural Clerk. Library of Parliament: Zachary Alaoui, Analyst; Allison Padova, Analyst.

 

Appearing: Hon. Denis Lebel, P.C., M.P., Minister of Infrastructure, Communities and Intergovernmental Affairs; Hon. Lisa Raitt, P.C., M.P., Minister of Transport.

Pursuant to Standing Order 81(5), the Committee commenced consideration of the Supplementary Estimates (B) 2013-14: Vote 5b under INFRASTRUCTURE, COMMUNITIES AND INTERGOVERNMENTAL AFFAIRS, and Votes 1b, 5b, 10b, 45b, 50b and 60b under TRANSPORT, referred to the Committee on Thursday, November 7, 2013.
 

The Chair called Vote 5b under INFRASTRUCTURE, COMMUNITIES AND INTERGOVERNMENTAL AFFAIRS.

 

The Hon. Denis Lebel made a statement and, with Louis Lévesque, answered questions.

 

At 4:20 p.m., the sitting was suspended.

At 4:25 p.m., the sitting resumed.

 

The Chair called Vote 1b under TRANSPORT.

 

The Hon. Lisa Raitt made a statement and, with Louis Lévesque, answered questions.

 

By unanimous consent, the Chair called Votes 5b, 10b, 45, 50 and 60b under TRANSPORT.

 

Vote 5b under INFRASTRUCTURE, COMMUNITIES AND INTERGOVERNMENTAL AFFAIRS and Votes 1b, 5b, 10b, 45, 50 and 60b under TRANSPORT carried.

 

ORDERED, — That the Chair report Vote 5b under INFRASTRUCTURE, COMMUNITIES AND INTERGOVERNMENTAL AFFAIRS and Votes 1b, 5b, 10b, 45b, 50b and 60b under TRANSPORT to the House.

 

At 5:17 p.m., the sitting was suspended.

The Committee proceeded to the consideration of matters related to Committee business.
 

It was agreed, — That, pursuant to Standing Order 108(2), and as requested by the Minister of Transport on November 18, 2013, the Committee immediately conduct a review of the Canadian regime regarding the safe transportation of dangerous goods and the role of Safety Management Systems across all modes of transportation; that an interim report be submitted by June 2014; and that the Committee report its findings to the House by December 2014.

 

At 5:29 p.m., the Committee adjourned to the call of the Chair.
