M-629 Convention against Torture

Motion Text

That, in the opinion of the House, the government should: (a) ensure full compliance with Article 2 of the United Nations Convention against Torture and other Cruel, Inhuman or Degrading Treatment or Punishment, which requires all State Parties, including Canada, to “take effective legislative, administrative, judicial or other measures to prevent acts of torture in any territory under its jurisdiction”, and specifies that “no exceptional circumstances whatsoever” may be invoked to justify the use of torture; (b) sign and ratify the Optional Protocol to the Convention against Torture and other Cruel, Inhuman or Degrading Treatment or Punishment; and (c) urge other governments to ratify the Optional Protocol.
