Tabling of notice; statement by Minister

Background

During Routine Proceedings, Mr. Lalonde (Minister of Energy, Mines and Resources) tabled a notice of a Ways and Means motion to amend the Petroleum Administration Act. Mr. Clark (Leader of the Opposition) rose on a question of privilege to protest the absence of parliamentary courtesy displayed by the Minister in failing to inform the Opposition of his intention. Mr. Clark also requested that the Minister make a statement after he tabled the notice, as practice dictated. The Speaker heard Members' comments before ruling.

Issue

Must a Minister make an explanatory statement when tabling a notice of a Ways and Means motion?

Decision

No. There is no prima facie question of privilege.

Reasons given by the Speaker

The interventions heard during this debate on the alleged question of privilege clearly established that the question was in no way founded on a breach of our rules but rather one of the common courtesies and customs in current usage in the House. The procedure chosen by the Minister to table his notice of motion is perfectly in order. Furthermore, it is open to the Minister to make or not make a statement when tabling a Ways and Means motion.
