Adjournment Motion Proposed Under Standing Order 26 / Application Not Accepted

Notice requirement; other opportunities for debate

Debates p. 6449

Background

Mr. Orlikow (Winnipeg North) sought leave to move the adjournment of the House, under the provisions of Standing Order 26, in order to discuss "the serious deterioration in employer-employee relations in the Post Office Department and the need for the immediate appointment of a new Postmaster General who will establish good relations with the employees of the Post Office and restore the service of the department to levels commensurate with the needs of the Canadian people."

Issue

Does the application meet the requirements of Standing Order 26?

Decision

No. The application is not accepted.

Reasons given by the Speaker

Notice of the motion must be filed with the Speaker at least two hours before the opening of a sitting. The Member did not comply with this requirement and, under the rules, the Chair cannot overlook it. In addition, as the Chair indicated yesterday in response to a similar request, it appears that this matter will be considered shortly in a government bill, thus providing another avenue for debate.
