Background

Mr. Baldwin (Peace River) sought leave to move the adjournment of the House, under the provisions of Standing Order 26, in order to discuss "the postal slowdown in ... Montreal ... which has presently reached crisis proportions". On the previous day, the Speaker had suggested to the Leader of the Opposition that it would be advisable to wait until ministerial-labour negotiations had been completed before the House considered the motion. However, such negotiations having been apparently unfruitful, the Speaker now ruled.

Yes. The application is accepted.

Reasons given by the Speaker

Members had been previously advised to wait until negotiations in the postal dispute were completed before introducing a motion to adjourn to discuss the matter. As these talks have proven unsuccessful, the adjournment motion can now be put.
