Minutes of Proceedings
Heather McPherson moved, — That, pursuant to the 106(4) request for an emergency meeting made by members of the committee on April 26, 2024, in response to the government’s decision to grant sanctions waivers to two aerospace companies to allow them to use Russian titanium in their manufacturing, and given that this is not the first time that the government has weakened and undermined Canada’s sanction regime against Russia by waiving sanctions, the committee study the matter and hold at least two meetings on the issue, and invite the Minister of Foreign Affairs to testify.
Debate arose thereon.
Robert Oliphant moved, — That the motion be amended by replacing the words “to use” with the following: “the use of components potentially containing”.
After debate, the question was put on the amendment of Robert Oliphant and it was negatived, by a show of hands: YEAS: 5; NAYS: 6.
The committee resumed consideration of the motion.
Robert Oliphant moved, — That the motion be amended by replacing the words “and given that this is not the first time that the government has weakened and undermined Canada’s sanction regime against Russia by waiving sanctions” with the following: “in light of media reports that aerospace companies employing thousands of Canadian workers received waivers to ensure their supply chain is compliant with Canadian sanctions regulations”.
After debate, the question was put on the amendment of Robert Oliphant and it was negatived, by a show of hands: YEAS: 5; NAYS: 6.
The committee resumed consideration of the motion.
