Background

During debate at second reading on Bill C-4, an Act to amend the Export and Import Permits Act, Mr. Latulippe (Compton) commented on the financing of Canadian National and Air Canada. The Speaker intervened to comment on the relevance of the Member's remarks.

No. At second reading, Members' remarks must bear on the principle of the bill before them.

"... even with the wildest imagination", the Member's comments have nothing to do with the bill under consideration. Members must limit themselves to the principle of the bill before the House.
