Background

On June 20, as the House proceeded to the introduction of bills, Mr. Broadbent (Oshawa-Whitby) requested that his notice to introduce a bill to amend the Regional Development Incentives Act be allowed to stand. The Speaker cautioned that the proposed bill contained some financial implications which presented a procedural difficulty. The bill, in the Chair's view, was attempting to redirect funds that had been allocated by Parliament on the basis of a Royal Recommendation. The matter was allowed to stand until the item was called the next day.

Issue

Can a proposed public bill provide for a redistribution of funds differing from the terms of the Royal Recommendation introduced prior to the adoption of the original Act?

Decision

No. The proposed bill in its present form cannot be put to the House.

Reasons given by the Speaker

It is prohibited to redirect an amount in a manner other than that approved or recommended to the House in the Royal Recommendation.
