M-39 Annual fee for tobacco companies

Motion Text
That, in the opinion of the House, the government should adopt a requirement for tobacco companies to pay an annual fee in order to recover the annual costs of the federal government’s tobacco control strategy, with allocation of the fee to each company being based on market share.
