With regard to the government’s zero-emission vehicle sales mandate requiring that all new light-duty vehicle sales be zero-emission by 2035: (a) what specific modelling, data or evidence did the government rely upon to determine the 2035 target was achievable, including the (i) baseline assumptions, (ii) adoption rate projections, (iii) infrastructure readiness, (iv) cost estimates for consumers and manufacturers; (b) what analysis has the government conducted regarding the impact of the zero-emission vehicle mandate on (i) electricity demand and grid capacity by province, (ii) affordability for middle-income Canadians, (iii) supply chain availability of critical minerals, (iv) vehicle manufacturing employment, (v) used vehicle prices; (c) what was the total cost of federal subsidies, grants and tax incentives provided to date to encourage electric vehicle adoption, broken down by program and fiscal year since 2016; (d) what assessment, if any, has been conducted on the potential environmental impact of increased electric vehicle battery production and disposal, including the (i) lifecycle emissions, (ii) mining practices abroad, (iii) recycling capacity in Canada; (e) what consultations were conducted with provinces, territories, automotive manufacturers and consumer groups prior to finalizing the zero-emission vehicle sales mandate, including the dates, the participants and the summaries of stakeholder feedback; (f) has the government estimated how many additional charging stations, grid upgrades or generation facilities will be required to support full compliance with the 2035 target, and, if so, what are those estimates, along with the projected costs and timelines; and (g) has the government conducted or commissioned any analysis comparing the costs and benefits of this policy to alternative emission reduction strategies in the transportation sector, and, if so, what were the results? |
