Petition to the House of Commons

We, the undersigned, residents of the City of Ottawa, in the province of Ontario, as well as the surrounding areas such as the city of Gatineau-Hull, in the province of Québec, and areas affected by the lands of National Capital Commission in the, or our, country of Canada draw the attention of the House to the following:

Whereas:

The National Capital Commission (NCC) is unable to effectively patrol, ticket and tow vehicles that illegally park on its lands, such as at the Vincent Massey Park's (VMP) parking lot between their signed offence "no parking" hours of 10 pm to 7 am;

This area is prone to chronic noise pollution often in violation of local City of Ottawa Noise Bylaws due to the use of sound amplification systems. These noises negatively affect neighbouring properties, users of the VMP park and/or the NCC lands, and local wildlife;

There is currently no federal regulation or law that allows for NCC conservation officers the powers to enforce or dissuade the use of sound amplification systems within the park;

Violators who often park past the NCC's 10 pm no parking signed "curfew", often violate the sanctity of our neighbourhood by blasting loud music;

Illegally parked vehicles often obstruct the firelane at VMP;

Partiers often drink alcohol in violation of the NCCs regulations; and

The NCC does not have the "manpower" or capability to always enforce and only plans to employ 4 parking infraction officers for the upcoming 2024 season.

THEREFORE:

Your petitioners request that Parliament create a memorandum of understanding (MOU) and/or agreements between the National Capital Commission (NCC) and the City of Ottawa so that the City of Ottawa Bylaw and Police may enforce the signed offences of "No Parking" regulations at VMP or other NCC lands within the area of Ottawa, Ontario;

Your petitioners request Parliament, in collaboration with the federal Government, update the current NCC land regulations to further protect users of the NCC lands from chronic noise pollution created by sound amplification systems and/or gas generators. WHEREAS such devices and actions should be prohibited, and only allowed under certain circumstances per proper land management or permits granted by the NCC;

Your petitioners request that any regulation be in line with the City of Ottawa Noise Bylaws and allow for enforcement with an MOU between the City of Ottawa Bylaw or Police at Vincent Massey Park (VMP);

Please ensure the "assermentation" of a good number of NCC Conservation Officers, NCC parking infraction officers and Ottawa Bylaw officers with the RCMP, who may patrol the NCC's VMP under an MOU.
