Petition to the Minister of Transport

Whereas:
  • Proper headlight alignment does not prevent the incline or curve of a road from pointing headlight beams directly a driver's eyes;
  • The exhortations that headlights are not blinding as long as they are properly aligned assume roads that are completely level, straight, and in perfect condition which is rarely ever the case (speed-bumps, pot-holes etc);
  • The use of the cool white spectrum of colour temperatures is qualitatively harsher and blinding than older headlights' use of warmer sepctrums of colour temperatues;
  • Current measures for brightness that rely solely on intensity, neglect this aspect of perceived brightness;
  • Brightness is a sensory perception, so that if the undersigned perceive headlights as too bright, they in fact are too bright, regardless of current intensity measures to assess them (that may be excluding other measures such as colour temperature that would better indicate perceived brightness).
We, the undersigned, residents of Canada, call upon the Minister of Transport to address the issue of high intensity LED headlight glare on motor vehicles with emphasis on new regulations and enforcement regarding colour spectrum, intensity, dispersion shape and on new measurements governing such regulation given that the current regulations and measurements do not capture the human perception of brightness with respect to these newer headlight assemblies.
