Mr. Speaker, nearly one million businesses were able to stay open thanks to the actions of this government. We know that global inflation, the rising cost of supplies and everything that is happening in Ukraine are among the factors destabilizing businesses here in Canada. We are ensuring that they will have a way to continue operating.
We are also supporting people with the Canada child benefit and loans for workers. We are here for the businesses in Quebec and we will continue to be.

Mr. Speaker, let us be clear and look at the facts. We were here to support businesses during the pandemic. We are now in the post-pandemic period, and we have been very clear about what we are going to do for businesses that used the Canada emergency business account. We will be there to support them. We will also be there to support the people behind the businesses. We were there for entrepreneurs, and we will continue to be there for them.

Mr. Speaker, before entering politics, I was an entrepreneur. I know very well what it is like to pay bills and make sure people get paid. I have a lot of empathy for businesses in Quebec, which is why our government has been very clear about the plan for people who have to repay the Canadian emergency business account program. We are going to give them up to three years to repay the loan. We are here to support businesses, and we are here to support entrepreneurs, too. That is our plan, and we will see it through.

Mr. Speaker, I will absolutely say that our government is against fraud as well, and for every dollar we invest in the Canada Revenue Agency, we get five dollars back from people who have avoided their taxes. That is a fantastic return on investment.
Let us be clear: The CRA is working hard to get back the wage subsidies that were given to people in error. Our government also put in place regulations to make sure companies that put money toward profits have those monies clawed back. There is a windfall tax on the banks and insurance companies as well.
We are doing the right thing. We are sticking up for Canadians.

Mr. Speaker, let us be clear about the facts. The parliamentary secretary was quite right in what he said. Clearly, the CRA is still working on the wage subsidy audits. Our government implemented specific rules for recouping any misused wage subsidies, including those that were use to buy shares, pay bonuses or anything else.
We will find those who committed fraud. We will stand up for Canadians. We are there to meet Canadians' expectations. That is our job. We will do it.

Mr. Speaker, it has taken us seven years and a few months to undo the damage that was done by the Conservative government before us. It will take us many more years to continue to repair all the damage that the Conservatives have done to Canadians.
They claim to stand up for Canadians. We are the ones standing up for Canadians, with a strong economy. The Conservatives can complain, but we are here to deliver for Canadians.

Mr. Speaker, I would direct my hon. colleague to a Scotiabank report that says very clearly how our investments in the pandemic had no effect on inflation.
In fact, let us look at the Auditor General's report, which said this:
We found that the COVID-19 programs achieved their objective to help Canada avoid a more severe contraction of the economy and the social consequences of...a significant increase in poverty. This financial support allowed the economy to rebound and return to its pre-pandemic level.
That is the job of a government. That is what we did. The Conservatives do not like it, but Canadians sure do.

Mr. Speaker, I will get to the hon. member's question in a moment.
I want to add my voice to that of the Minister for Women and Gender Equality and others in the House today on this 33rd anniversary of École Polytechnique. I was a 19-year-old student at the U of A when word got to us that 14 women were gunned down at École Polytechnique. It became worse when we realized it was motivated by hate and misogyny. We must do everything in the House to protect women and end violence against women.
On the substantive question the hon. colleague asked, millions of mothers who received CERB benefits did not cause inflation, and neither did the businesses that took supports so they could keep their doors open.

Mr. Speaker, let me state once again that we thank the Auditor General for her report and that we respect her work, but let us look at what her report said. The pandemic benefits prevented an increase in poverty that would almost have doubled without our investments, and they helped the economy bounce back from the effects of the pandemic. CERB allowed 8.9 million Canadians to be supported through the depths of the pandemic, and the wage subsidy kept 5.38 million people on the payroll.
We have already recuperated $2.3 billion. The system will continue to work, and we will continue to have the backs of Canadians.

Mr. Speaker, we are aware of the costs related to ArriveCAN. We are investigating those costs. ArriveCAN was important for digitizing the border, for making sure we kept Canadians safe and for making sure we could reopen the borders. The other side was hooting and hollering at us to make sure we opened the borders. We had a tool in place to make sure we did that.
We invested $72 billion in Canadians' health to get us through the pandemic. The Conservatives wanted us to invest less. We invested the right amount; the economy is healthy, and now they are upset because we did the right thing.

Mr. Speaker, not only do we have a plan for tourism, but this side of the aisle put in $23 billion to make sure that the tourism sector would recover. Who voted against it? It was that side. They are not there for workers, not there for entrepreneurs, not there for tourism operators.
This side of the aisle has the backs of tourism operators. A federal tourism growth strategy is coming. We are going to boost tourism, we are going to boost this sector and we are going to show the world what Canada has to offer.

Mr. Speaker, perhaps the colleagues on the other side of the aisle have not caught up with the news, but this government has taken off random mandatory testing at the airports. It will be moved outside of airports July 1. We have no more PCR tests and no more rapid tests and billions of dollars have gone into the tourism sector. Even the Greater Toronto Airports Authority has sent a letter to us, thanking us for doubling down and working to make sure that the airports are functioning.
We are going to get this right. Those on the other side can yell and scream all they want. We are going to boost tourism and welcome the world once again.
