Je n'ai pas entendu les propos en question. Je vais certainement écouter l'enregistrement pour voir si l'on peut entendre ce qui a été dit. Cela dit, je rappelle aux députés que, lorsque quelqu'un d'autre a la parole, ils doivent attendre le moment indiqué pour participer au débat, c'est-à-dire la période de questions et observations ou le moment de leur propre discours. S'ils veulent tenir une conversation avec d'autres députés, ils doivent s'abstenir de le faire d'un côté à l'autre de la Chambre pendant que les délibérations sont en cours. Ils devraient plutôt tenir ces conversations dans l'antichambre.
Je reviendrai sur cette question à la Chambre au besoin.

I did not hear what was being said there. I certainly will listen to the recordings to see if we can hear what was being said, but I would just remind members that if they do not have the floor, they should not be trying to participate in the debate until the appropriate time, which is during questions and comments or until it is their turn to speak on the debate itself. If they want to have conversations with other members, they should not be trying to have those conversation across the way while the proceedings are taking place in the House, but they should take them out to the lobby.
I will get back to the House if need be.

À l'ordre. Je rappelle aux députés que je viens de donner l'occasion à quelqu'un d'invoquer le Règlement, mais d'autres députés sont intervenus alors qu'on ne leur avait pas donné la parole. Je le répète, c'est une question de respect à la Chambre.
Je tiens à apporter une précision à l'intention du député qui vient d'invoquer le Règlement. Malheureusement, je n'ai pas entendu ce qui s'est passé. Tout ce que j'ai pu entendre, c'est qu'il y avait des discussions, mais je n'ai pas entendu la discussion en tant que telle. Je ne sais pas quels mots ont été utilisés. J'ai indiqué que j'écouterais l'enregistrement pour vérifier si on entend quelque chose et que, au besoin, je ferais part de ma décision à la Chambre.
Je demande à tous les députés de faire preuve de respect les uns envers les autres. Je sais que, parfois, on prononce certaines paroles, et je pense que les députés savent très bien ce qui est acceptable et ce qui ne l'est pas. Cependant, quand la Chambre siège et qu'une personne a la parole, ce n'est pas le moment pour les autres d'intervenir, de tenter d'avoir des discussions ou de crier quoi que ce soit.
Order. I want to remind members that I just provided an opportunity for someone to raise a point of order, and other members were interjecting when they had not been recognized. Again, this is about respect in the House.
I want to clarify something for the hon. member who just raised the point of order. Unfortunately, I did not hear what was going on. All I could hear was that there were some conversations, but I did not hear the actual conversation itself. I do not know what words were used. I indicated that I would listen to the tapes to see if we could pick something up, and if need be, I would come back to the House.
I would ask all members to be respectful of each other. I know that sometimes words are being said, and I think members recognize full well what is acceptable and what is not. However, when the House is in progress and someone has the floor, that is not the time for other people to interject, to try to have conversations or to be yelling anything out.

Je tiens à préciser encore une fois que je viens d'en parler. J'ai dit que j'écouterais l'enregistrement. Je demande encore une fois aux députés de faire preuve de respect les uns envers les autres. Nous sommes ici en tant que parlementaires. Nous devons nous comporter de la même manière que lorsque nous sommes dans la société: nous voulons que les gens nous respectent et nous devons les respecter en retour.
Je demande aux députés de choisir judicieusement leurs mots et de faire preuve de respect les uns envers les autres. Comme je l'ai dit, je veillerai à ce qu'on écoute les enregistrements et que l’on consulte le hansard pour essayer de découvrir ce qui a été dit. Le cas échéant, je reviendrai à la Chambre pour demander au député de s'excuser.
I want to indicate again that I just spoke to that. I indicated that I would listen to the tape. I do want to ask members again to respect each other. We are here as parliamentarians. It is no different from when we are out in the community. We want to make sure that people are respectful toward us and that we are respectful toward them.
I just want to ask members to please be very judicious in the words they use and to be respectful with each other. As I indicated, I will make sure we listen to the tapes and look at Hansard to see if we can discover what was said. If need be, I will come back to the House and ask the member to apologize, if need be.

Je demanderais au député de retirer la partie « aussi petit que lui » de ses propos. Je pense que nous pouvons reprendre.

Nous devons faire preuve de respect envers tout le monde. Je demande à nouveau au député de retirer cette partie, et ensuite nous pourrons reprendre. Comme je l'ai dit, je vais écouter l'enregistrement. Si nous arrivons à trouver exactement ce qui a été dit, alors je demanderai aussi à l'autre député de retirer ses propos et de présenter des excuses.

The Assistant Deputy Speaker (Mrs. Carol Hughes): These types of conversations or words being used against each other are not acceptable. It is not acceptable in the House. It is not acceptable outside of the House.
We need to be respectful to everyone. Again, I want to ask the hon. member to withdraw that part, and then we can move forward. As I indicated, I will listen to the tape. If we can pinpoint what was said, then I will be asking the other hon. member to withdraw his comments as well and to apologize.

Premièrement, le député ne peut se servir d'un livre de la Chambre des communes ou de tout autre livre comme d'un accessoire. Deuxièmement, l'intervention du député relève du débat.
First of all, no matter what book the hon. member uses, whether it is a book that we have here in the House of Commons or any other book, it is a prop. I would just say that this is actually a point of debate.

Je remercie la députée d'avoir soulevé cette question. Je suis certaine qu'elle se souvient que j'ai moi aussi abordé le sujet hier, car il était très difficile pour les greffiers au Bureau d'entendre ce qui se passait et de s'entendre appeler le nom des députés pour les votes.
Je rappelle aux députés de faire preuve de respect et de faire moins de bruit, surtout lorsqu'il y a des votes. En fait, il serait préférable de le faire en tout temps.
I appreciate the hon. member bringing that forward. I am sure that she will remember that I also did raise this yesterday, because it was very difficult for the table officers to hear what was going on and to hear each other call the members for the votes.
I do want to remind members to please be respectful and to please keep the noise level down, especially when we are having votes. In fact, doing this at all times would be best.

Selon moi, un député qui invoque le Règlement au sujet du décorum à la Chambre ne réprimande pas les députés, mais je tiens à rappeler, encore une fois, qu'il incombe à chaque parlementaire à la Chambre de veiller à respecter le Règlement afin que la Chambre puisse fonctionner correctement.
I would say that when members raise a point of order about decorum in the House they are not chastising members, but I do want to remind members, again, that it is up to every parliamentarian in the House to ensure that they respect the rules of order in the House to ensure that the House can flow properly.

J'ai déjà indiqué qu'il n'y avait pas de consentement unanime sur ce point.
Avant que l'on fasse d'autres recours au Règlement, je prie les députés de veiller autant que possible à ce que le temps de la Chambre soit utilisé de façon efficace. J'invite les députés qui souhaitent obtenir un consentement unanime à tenter de le négocier d'avance avec les leaders parlementaires des autres partis. Before we continue with the points of order being raised, I would like to ask members, if at all possible, to make sure that we use the time of the House efficiently. That way we can make sure that we use the time efficiently.

Il est toujours dans l'intérêt de tous — et je le dis très sincèrement à tous les députés — que s'ils veulent invoquer le Règlement, ils en viennent directement au fait. La prémisse et l'introduction relèvent souvent du débat et obligent la présidence à dire qu'il s'agit d'une question de débat. Il vaut donc mieux demander le consentement unanime ou invoquer le Règlement.

It is always in everybody's interest, and I say this to all members quite sincerely, if members want to raise a point of order, that they get straight to the point of the point of order they want to bring up. Otherwise, when we hear the premise and the introduction, it is often getting into debate and it forces the Chair to say that it is a matter of debate, as opposed to either seeking unanimous consent or raising a point of order.
The hon. member should either raise a point of order or seek unanimous consent right away.
