Madame Northey, j'aimerais entendre ce que vous avez à dire sur l'efficacité d'ACC. Il est peut-être vrai que le ministère n'est pas très axé sur un plan et les résultats.
J'aimerais prendre note de tout le remue-méninges qui se fait ici, pour que vous soyez au courant. D'un côté, il y a la loi, qui prévoit des services et des prestations. De l'autre côté, il y a les anciens combattants, qui reçoivent ces services et prestations, puis il y a ACC entre les deux.
Je veux simplement essayer de trouver des solutions. Quand je rencontre les employés d'ACC, je constate que ce sont toutes de bonnes personnes. Je vais peut-être faire des critiques aujourd'hui, mais cela n'a rien à voir avec les personnes qui travaillent au ministère.
Cela dit, j'ai parfois l'impression que le ministère est avant tout une organisation qui est là pour gérer un budget restreint et allouer, de la façon la plus restrictive possible, les allocations, les prestations et les services. Il me semble que l'organisation devrait plutôt veiller à ce que les personnes qui en ont le plus besoin reçoivent les prestations et les services voulus et à ce que le plus grand nombre possible d'anciens combattants y aient accès.
D'une certaine façon, on dirait que la logique est plutôt de servir l'État que de servir les bénéficiaires, qui sont les anciens combattants. Je pense que c'est ce que vous dites.

Madam Northey, I'd like to hear what you have to say concerning the effectiveness of VAC. I think it might be true that they're not plan-centric, outcome driven.
I would just make note of this brainstorming here, so you know. There is the law that has services and benefits. On the other side, you have the veterans who are recipients of these delivery services or benefits, and you have VAC in the middle.
I'm mean I'm just going out there to try to find solutions. When I meet with VAC employees, they're all good people. I might say bad things right now, but it has nothing to do with the people working there.
Sometimes it seems that the ministry is more of an organization there to deal with the restraint budget and to allocate, in the most restrictive manner, the allowances and benefits and the service delivery. It seems it is that instead of being an organization which has to make sure that the people who most need it will receive the benefits and services and that they reach out to the most possible number of veterans.
In a way, its logic is more serving the state than it is serving the beneficiaries, who are the veterans. I think that's what you're saying.
