À la dernière réunion du comité, nous avons reçu M. Mayrand, mais il y a eu la question de la sonnerie, ce qui a posé problème. On a cherché à savoir si l'entente conclue avec le gouvernement avait été honorée. Sur le coup, j'ai exprimé mon mécontentement face à ce que j'ai considéré comme des comportements indignes de la part du gouvernement, et j'ai adressé mes propos à M. Lukiwski, parce que c'est lui qui incarnait le visage du gouvernement à ce moment-là.
Je tiens donc à le dire publiquement, et je vous remercie, monsieur le président, de me donner l'occasion d'apporter cette précision. Même si mes observations étaient dirigées au député ministériel avec qui je négociais de bonne foi, je crois sincèrement que ce n'est pas M. Lukiwski qui a décidé de ne pas respecter cette entente. Je veux qu'il sache que je le considère toujours comme un député honorable et que je me réjouis à l'idée de travailler avec lui. J'espère que nous pourrons tourner la page sur cet incident. Je maintiens ce que j'ai dit, à la différence que mes propos ne visaient pas le député d'en face, mais bien le gouvernement. Maintenant que j'ai eu suffisamment de recul, je tiens à dire à M. Lukiwski que rien n'a changé en ce qui concerne le respect que j'éprouve à son égard. D'ailleurs, je suis sûr qu'il a été très peiné de voir que l'entente qu'il avait conclue — je crois, en toute bonne foi — n'a pas été respectée. Aux fins du compte rendu, monsieur le président, j'aimerais dire que j'ai le plus grand respect pour M. Lukiwski, et j'espère pouvoir maintenir de bonnes relations avec lui.

The last meeting of the committee was dealing with Monsieur Mayrand and the issues of the bells and the problems and whether or not the deal that was made with the government was honoured. At that time I certainly expressed how unhappy I was with what I considered to be incredibly dishonourable actions on the part of the government, and I personalized it in the form of Mr. Lukiwski because I can only deal with the face of government that I'm given.
I want to go on record publicly, and I appreciate the opportunity, Chair, to make it clear that although I had to focus my remarks on the government member that I was negotiating with in good faith, I believe in my heart that it was not Mr. Lukiwski's decision at all to violate that agreement. I want him to know I still consider him to be an honourable member and I look forward to working with him. I hope we can set that aside. I meant what I said, but I did not mean it towards the individual in the way that it could only come across, but I meant it to the government. There's been enough time now for me to say personally to Mr. Lukiwski that nothing has changed in terms of the respect that I have for him. In fact, I'm sure it brought great grief to him to see a deal that he made, I think in good faith, broken. I just want to put it on the record, Chair, that I look forward to continuing a good relationship with Mr. Lukiwski and I have the greatest respect for him.
