Monsieur Campbell, vous avez dit que vous vous êtes récemment rendu dans ma ville natale, Rankin Inlet. Les représentants de la société Agnico Eagle sont venus témoigner devant le Comité, ainsi que la Kivalliq Inuit Association, mais à un autre moment. Le Manitoba et Kivalliq veulent réaliser un projet hydroélectrique et de fibre optique. Cela n'a pas été facile pour eux d'attirer les investissements du secteur privé, mais ils nous ont dit que le problème était réglé. Je voulais juste savoir si, à ce chapitre, les choses avancent dans l'un ou l'autre de vos processus à l'étude.

Mr. Campbell, you said you were recently up in my hometown of Rankin Inlet. The folks from Agnico Eagle were here presenting before the committee, along with—at a different time—the Kivalliq Inuit Association. One of the projects that they're looking at moving forward is the Manitoba-Kivalliq hydro and fibre project. One of the challenges was being able to attract some private sector investment. They've indicated that they have that. I'm just wondering if that's something that's moving along through either of your processes to be considered.

J'aimerais d'abord m'adresser à Mike.
En ce qui concerne le soutien pour l'acheminement de l'hydroélectricité et de la fibre optique vers le nord dans la région de Kivalliq, David Ningeongan, de l'Association inuite de Kivalliq, a comparu devant nous la semaine dernière pour nous parler de ce projet. Vous êtes dans le milieu depuis longtemps. Je le sais. Nous étions tous les deux beaucoup plus jeunes à l'époque, à Churchill.
Les répercussions économiques positives qu'un projet comme celui-là pourrait entraîner, non seulement dans la région de Kivalliq, mais également à Churchill et dans les collectivités le long de la ligne qui va vers le nord du Manitoba...

I have a couple of things.
Maybe I'll start with you, Mike.
With regard to the support for the Kivalliq hydro and fibre link going north, KIA's David Ningeongan was here last week, appearing before us and pitching the project. You've been around a long time. I know that. We were both a lot younger in Churchill in those days.
The positive economic impact that a project like that would have, not only on the Kivalliq region, but also on Churchill and the communities along the line coming up in Manitoba....

Bienvenue, David.
David vient de ma ville natale. Le projet qu'il nous présente aujourd'hui est probablement un projet dont on parlait lorsque nous étions adolescents, à Rankin Inlet. Ça vous montre à quel point on en parle depuis longtemps.
Comme nous l'avons entendu précédemment, il y a un manque d'infrastructure. Ce type d'infrastructure permettra à la région du Nord de connaître une croissance économique et un développement économique considérable tout en aidant à créer et à maintenir une économie durable dans le Nord.
C'est quelque chose dont on parle depuis longtemps, et je sais que votre étude est très avancée. Quelles sont certaines des principales choses actuellement qui sont nécessaires pour passer de là où nous en sommes actuellement à là où nous devons nous rendre, pour mettre la dernière main à cette ligne de transmission et pouvoir fournir à la région une énergie bon marché et la fibre optique?

David is from my hometown. This project he's presenting for us today was probably something that was being talked about when we were teenagers running around Rankin Inlet. That's how long it's been on the books.
Much as we heard earlier, there's a lack of infrastructure. This type of infrastructure will open up the northern region to considerable economic growth and economic development, and will help create and maintain a sustainable economy in the north.
This has been talked about for a long time, and I know your study is well under way. What are some of the key things right now that are critical to getting from where we are now to where we need to get to, to get over the finish line and be able to provide the region with cheap energy and fibre connection?

Je crois qu'ici dans le Sud, vous avez une meilleure connexion avec votre cellulaire que les résidants de la majorité des collectivités du Nunavut, et le coût de tous les projets que nous entreprenons dans le Nord est très élevé. Je sais qu'une proposition consistait à amener des fibres optiques sous l'eau du Groenland à Iqaluit, qui utilise probablement entre 60 et 70 % de la largeur de bande du territoire.
Selon vous, dans quelle mesure est-ce qu'un tel projet contribuerait non seulement à améliorer les services Internet et la connectabilité dans le reste du territoire, mais aussi à réduire le coût des soins de santé et à ouvrir de nouvelles occasions d'éducation pour les résidents du Nunavut?
You talked about connectivity, education, and health care. I think you get better service on your cellphone down here than you get in most communities in Nunavut, and again the cost of any project in the north is high. I know one proposal was looking at bringing in fibre optics underwater from Greenland over to Iqaluit, which uses probably between 60% and 70% of the bandwidth of the territory.
How do you see something like that would help not only increase Internet services and connectivity to the rest of the territory, but also bring down the cost of health care and improve educational opportunities for Nunavummiut?
