Je vous remercie de votre présence parmi nous, monsieur le juge Bastarache, et encore plus du travail essentiel que vous avez fait avec ce rapport.
Pour être honnête avec vous, tout comme mes collègues, j'ai trouvé la lecture de ce rapport très perturbante, poignante et épouvantable. Il met en relief une culture toxique au sein de la GRC, une culture qui tolère les comportements misogynes et homophobes chez ses dirigeants et chez ses membres. On a du mal à imaginer que cela se produit au sein d'une des grandes institutions du Canada.
Ce qui est encore plus choquant est que cela fait trois décennies que des rapports internes et externes ont été remis à la GRC et au gouvernement, et je trouve sincèrement qu'il est absolument honteux qu'aucun résultat significatif n'ait été obtenu.
La voie à suivre est pourtant claire. Il faut qu'il y ait une volonté politique de réagir. Je suis d'avis que tous les types de harcèlement doivent tout simplement cesser. À mes yeux, vous avez fourni au gouvernement le plan pour procéder à ce changement, et je sais que le ministre a également condamné cette situation.
Vous avez parlé d'instaurer un climat de confiance. Comment voulez-vous procéder pour y arriver, et qu'est-ce que les membres de ce comité, et peut-être le ministre, peuvent faire tout de suite, immédiatement, pour s'attaquer à ce problème?

Thank you, Mr. Justice Bastarache for being here and, more importantly, for the vital work on this report.
Quite honestly, like my colleagues, I found this report extremely disturbing, gut-wrenching and quite appalling to read. It indicates a culture in the RCMP that is toxic and tolerates misogynistic and homophobic attitudes amongst its leaders and members. One can't even begin to think that it's happening in one of the top institutions in Canada.
What's even more shocking is that there have been three decades of internal and external reports that have been delivered to the RCMP and governments, and quite honestly, it's shameful that nothing significant has been done.
I think the path forward is clear. There needs to be a political will to respond. I think harassment of all types simply cannot continue. I think you've provided the government with the blueprint for that change, and I know that the minister has condemned this as well.
You talk about building confidence. How do you build that confidence, and what can the members of this committee and perhaps the minister do right now, immediately, to address this?
