Questions and responses 45th Parliament, 1st session May 26, 2025, to present

With regard to export permits and the export of logs (raw) from British Columbia, broken down by year since 2020: (a) what volume, in cubic metres, of logs was exported; (b) what is the breakdown of the log exports by logs on private land versus logs on Crown land; (c) what is the breakdown of log exports by country they were exported to; (d) what is the breakdown of exports by each company that received an export permit; (e) what volume of logs were exported from Mosaic Forest Management, and of those, what volume came from their locations on Vancouver Island; (f) what was the average price of logs that were exported, overall, and broken down by the market they were sold to; and (g) how do the prices in (f) compare to the price the logs were selling at domestically during the same time period?

With regard to the government's approach to electrical power generation capacity in British Columbia: (a) has the federal government, or any government agency, received any communication, including any requests for authorization or permits from BC Hydro in regard to electrical power generation capacity, since January 1, 2025, and, if so, what are the details of each; (b) has the government received any communication from BC Hydro or the government of British Columbia regarding (i) BC Hydro's Request for Expressions of Interest for electrical power generation capacity in June 2025, (ii) Kitselas Development Corporation's submission to BC Hydro in September 2025, and, if so, what are the details of each; and (c) what permits or authorizations has the government granted to BC Hydro regarding the expansion of its electrical power generation capacity, and when was each granted?

With regard to the Vernon Cadet Training Centre location and the former Canadian Forces Base Chilliwack location, and broken down by each location: (a) since 2015, what are the details of any buildings or land which have been sold from each location, including, for each, the (i) date, (ii) sale price, (iii) detailed description of what was sold, (iv) buyer, (v) reason for the sale; (b) what are the government's future plans for each of the locations; and (c) what are the details of any buildings or land which have been repurposed or otherwise altered on each of the locations since 2015, including, for each instance, the (i) date, (ii) description of what was done, (iii) reason, (iv) estimated cost?

With regard to funding for the new Kootenay Lake ferry, which is currently under construction: (a) for all federal funding provided to the ferry, both directly and indirectly, such as through the Province of British Columbia or Western Pacific Marine, what are the details, including, for each instance, the (i) amount, (ii) date, (iii) funding recipient, (iv) purpose of the funding, (v) program through which the funding was provided; (b) what is the total amount of funding provided to date; and (c) what are the details, including the amount and status, of each funding commitment which has yet to be provided?

With regard to the Canadian Food Inspection Agency's action and cull on the ostrich farm in Edgewood, British Columbia: (a) as of December 9, 2025, what are the expenditures incurred by the Canadian Food Inspection Agency related to the farm, in total and broken down by type of expense; (b) what is the itemized breakdown of the expenses in (a); (c) what are the expenditures to date incurred by the Department of Justice related to any action taken related to the farm, in total and broken down by type of expense; (d) what is the itemized breakdown of the expenses in (c); (e) what are the expenditures to date incurred by the Royal Canadian Mounted Police related to any action or operation taken related to the farm, in total and broken down by type of expense; (f) what is the itemized breakdown of the expenses in (e); and (g) were there any government expenses related to the farm which were not included in the responses in (a) through (f), and, if so, what are the details, including the amounts of each expense?

With regard to the subsection 56(1) exemption in British Columbia related to personal possession of certain illegal drugs, granted under the Controlled Drugs and Substances Act: (a) what were the desired results of the exemption; and (b) what evidence, data, or other information did Health Canada receive from the Province of British Columbia indicating the exemption was not achieving the desired results?

With regard to the $5 billion in funding through the Disaster Financial Assistance Arrangements to British Columbia, committed in the 2021 Fall Economic Statement, in response to extreme weather events: (a) how much of this commitment has been delivered to British Columbia to date, in total, and broken down by specific project funded; (b) when will the outstanding amount be delivered; and (c) what is required before the outstanding amount is provided to British Columbia?

With regard to federal funding for highway and associated infrastructure projects on the Trans-Canada Highway between Kamloops, British Columbia and the British Columbia-Alberta border since 2016: (a) what projects received federal funding; (b) in what year did each project occur; (c) what was the amount of federal funding allocated to each project; (d) what was the amount of provincial funding allocated to each project; and (e) what was the amount of federal funding allocated to planning and engineering for future projects on the Trans-Canada Highway within federal parks between Kamloops and the British Columbia-Alberta border?

With regard to Health Canada's exemption granted to British Columbia under the Controlled Drugs and Substances Act, which allows for adults to possess up to 2.5 grams of certain substances: has the government received a request from British Columbia to extend the exemption past the January 31, 2026 expiration date, and, if so, (i) what are the details of the request, (ii) does the government plan to approve British Columbia's extension request?

With regard to Pacific Economic Development Canada and Small Business British Columbia: (a) is Pacific Economic Development Canada aware of the appointment of any of its employees to the employee Small Business British Columbia board of directors (board); (b) if the answer to (a) is affirmative, (i) what was the name of the employee, (ii) what was their position at both Pacific Economic Development Canada and Small Business British Columbia, (iii) what was the purpose of their appointment to the Small Business British Columbia board, (iv) what was the length of their appointment to the board, (v) what financial information did the employee relay to Pacific Economic Development Canada regarding the financial health and strategies of Small Business British Columbia; (c) since January 1, 2016, how much money, broken down by (i) full date, (ii) contract number, (iii) amount per contract, has Pacific Economic Development Canada awarded Small Business British Columbia; (d) what were the results, broken down by contract, of Pacific Economic Development Canada's financial performance review in considering Small Business British Columbia applications for funding; (e) what questions must applicants to Pacific Economic Development Canada funding programs answer in their applications; (f) broken down by question in (e), what metrics does Pacific Economic Development Canada use in considering the merit of each question; (g) what were the reasons for the suspension of payments of the latest $2.7 million in funding awarded to Small Business British Columbia by Pacific Economic Development Canada; (h) in considering the application for funding from Small Business British Columbia in (g), what were the findings of Pacific Economic Development Canada regarding Small Business British Columbia's financial health and strategies; and (i) was Pacific Economic Development Canada aware of Small Business British Columbia's financial circumstances that led them to declare bankruptcy shortly after being approved for the latest $2.7 million in funding?
