With regard to the Housing Accelerator Fund in the province of Ontario, broken down by community or municipality: how many homes (i) are currently under construction, (ii) have been completed, with money provided through the fund?

With regard to the Housing Accelerator Fund: (a) how many municipalities in the province of Ontario with a population under 25,000 have received funds through the program; and (b) what are the details of each instance in (a), including the (i) name of the municipality, (ii) amount approved, (iii) amount actually received to date, (iv) number of homes constructed to date, (v) number of homes under construction with the funds?

With regard to the housing implications for Immigration, Refugees, and Citizenship Canada's Annual Report to Parliament on Immigration, commonly referred to as the Immigration Levels Plan, that the government is scheduled to table in the House of Commons before the end of 2025: (a) what joint workbooks or models were shared with the Canada Mortgage and Housing Corporation or with provinces and territories; (b) what assumptions were used for household formation by admission class and for students or other temporary residents; (c) what were the modeled effects on (i) housing starts and completions, (ii) prices and rents, (iii) rental vacancy rates by census metropolitan area; and (d) what briefing notes or other documents were produced about aligning admissions numbers with housing supply for the report, including, for each, the (i) date, (ii) sender, (iii) recipients, (iv) title, (v) type of document, (vi) file number?

With regard to expenditures by the Canadian Forces Housing Agency, since January 1, 2023: (a) what was the total amount spent on military housing (i) repairs, (ii) maintenance, (iii) new builds, (iv) capital investments, broken down by year and military base; (b) what are the details of each repair, renovation or new construction project costing over $50,000, including the (i) date, (ii) location, (iii) cost, (iv) project description; (c) what are the details of all contracts signed with consultants, including, for each, the (i) date, (ii) vendor, (iii) contract value, (iv) manner in which the contract was awarded (sole-sourced or competitive bid), (v) description of the goods or services provided, including the scope of the work, if known; and (d) which items in (b) had a cost overrun, and, for each such project, (i) how much was the cost overrun, (ii) what was the reason for the cost overrun?

With regard to the Interim Housing Assistance Program and its expenditures for each fiscal year since 2019: (a) what were the total annual expenditures under the program, broken down by (i) federal contributions, (ii) provincial or territorial contributions, (iii) municipal contributions; (b) what percentage of total expenditures under the program was allocated to (i) operating costs for interim housing facilities, (ii) payments to third-party service providers, (iii) administrative costs, including oversight and claims processing; (c) how many individuals received interim housing assistance under the program, broken down by (i) province or territory, (ii) gender, (iii) age group (under 18, 18-64, and 65+), (iv) immigration stream or program of entry; (d) what was the average duration of stay in interim housing facilities for individuals under the program, broken down by province or territory; (e) broken down by fiscal year, (i) what is the name of every facility participating in the program, (ii) who is the beneficial owner, (iii) what is the street address, city, province or territory, and postal code, (iv) what is the total capacity, (v) what is the corporate name of the entity managing or owning each location, if any; (f) how many housing units or spaces were added to the program inventory; and (g) what steps have been taken to track and report outcomes for individuals and families receiving interim housing assistance under the program, including their transition to longer-term housing solutions?

With regard to government funding provided under the Interim Housing Assistance Program: (a) how much funding has been provided to date through the program; (b) what are the details of all contribution agreements signed to date under the program, including, for each, the (i) recipient, (ii) date, (iii) amount of funding, (iv) purpose, (v) detailed breakdown, including locations, of what the funding is to be used for; (c) for each agreement identified in (b), what are the associated terms and conditions, including any performance metrics, key performance indicators, reporting requirements, and evaluation frameworks; (d) what data is collected by the government regarding the transition of asylum claimants from temporary accommodations, including hotels, to municipally controlled or purchased real estate used for housing; (e) what are the statistics and other findings that the data in (d) shows; (f) how many individuals (i) are currently housed, (ii) were previously housed but are no longer housed, (iii) are anticipated or projected to be housed in the future, in facilities which receive funding in whole or in part through the Interim Housing Assistance Program; and (g) what is the breakdown of (f) by location?

With regard to the Canadian Armed Forces and the Canadian Forces Housing Agency, during each of the last five fiscal years: (a) how much money was deducted from Canadian Armed Forces members to pay for the rent of their accommodations on military bases; (b) of the money in (a), how much went to the Canadian Forces Housing Agency; (c) of the money in (a), how much was spent on repairs for accommodations on military bases, by the (i) Canadian Forces Housing Agency, (ii) Canadian Armed Forces; (d) what is the breakdown of the money spent in (c) by military base and by type of repair on each base; (e) what is the breakdown of the money deducted in (a) by military base at which the Canadian Armed Forces member was located; (f) for each base, what metrics were used to determine (i) the market value of the rental property, (ii) the rate that the Canadian Armed Forces member must pay for accommodation; (g) for each base, what metrics were used to establish whether the quality of accommodations on the base was similar or better than the local market; (h) what procedures are supposed to take place in years when the Canadian Forces Housing Agency runs a surplus, or takes in more money from Canadian Armed Forces members than it spends on repairs or housing; (i) if the Canadian Forces Housing Agency runs a surplus, how is this amount displayed in the (i) Estimates, (ii) Public Accounts, (iii) other publicly available financial reports, and what is done with the surplus; and (j) what is the link, the specific page number and the line item associated with each amount in (i)(i) to (i)(iii)?

With regard to the Housing Accelerator Fund: (a) how much of the allocated $228,466,276 has been released to the City of Calgary to date; (b) what was the date and amount of (i) the first advance, (ii) each subsequent payment; (c) has this advance been fully disbursed; (d) what milestones have been achieved; and (e) how much of this funding has been allocated to create direct incentives for developers, and what kind of incentive was it?

With regard to funding provided by the government through Canada’s National Housing Strategy, broken down by year, and by province or territory: (a) how much funding was provided, in total and broken down by funding program; and (b) what is the most detailed possible breakdown of the funding in (a) by population size of the rural or metropolitan area (under 5,000, over 1,000,000, etc.)?

With regard to the National Housing Strategy and the statement in the government’s response to Order Paper Question Q-386 that “The most detailed population breakdown available distinguishes between areas with populations under 30,000 and those with populations over 30,000”: what is the breakdown of National Housing Strategy funding, in total and broken down by funding program, in areas with (i) populations under 30,000, (ii) populations over 30,000?

With regard to homes constructed under the Housing Accelerator Fund, since the program's introduction in March 2023: what are the details of each finished home completed by the fund, including, for each, the (i) address, (ii) date on which construction began, (iii) date on which construction was completed, (iv) description of the home (three-bedroom house, studio apartment, etc.)?

With regard to reports that some municipalities have spent money received through the Housing Accelerator Fund on general needs, repairs, or operating costs, rather than on housing projects: (a) how, specifically, is the government ensuring that Housing Accelerator Fund recipients are using the money received for housing and not as general revenue; and (b) how many instances has the government identified where municipalities used the Housing Accelerator Fund for purposes other than directly for housing, including, for each, (i) the municipality, (ii) the amount received, (iii) a description of the project for which the money was used, (iv) any penalty issued for not using the money for housing, if applicable?

With regard to the Housing Accelerator Fund: (a) how much of the allocated $900 million has been released to municipalities in the province of Quebec; (b) what is the municipality, the date and the amount of each disbursement; and (c) how many housing units, funded by the Housing Accelerator Fund, have been completed within the province of Quebec, broken down by (i) municipality, (ii) number of bedrooms, (iii) building type, (iv) year of completion?

With regard to the Housing Accelerator Fund: (a) which local governments applied for funding, broken down by province or territory; (b) for each application in (a), which local government's applications were (i) granted, (ii) denied, (iii) received, but have not yet received a decision; and (c) which local governments, located in the riding of Similkameen—South Okanagan—West Kootenay, applied for funding, and, for each application, (i) what is the name of the community, (ii) when was the application received, (iii) what is the status of the application, (iv) how much funding has been approved, if applicable?

With regard to federal funding provided for the housing of asylum claimants, and in light of the government's statements that federal funding for hotel accommodations for asylum claimants ceased as of September 30, 2025: (a) since September 30, 2025, what federal programs, initiatives, contribution agreements or other funding mechanisms have been used to subsidize, reimburse, or otherwise support the cost of rental housing, including apartments or other long-term accommodations, for asylum claimants, whether directly or indirectly; (b) of the housing supports in (a), which involve the federal government (i) covering the full cost of rent, (ii) covering a portion of rent costs, (iii) providing rent subsidies, top-ups, or housing allowances, and what are the terms and conditions associated with each; (c) for each such program or funding mechanism, what eligibility criteria apply to asylum claimants, including, but not limited to, immigration status, length of stay, income thresholds, family size, geographic location, or availability of provincial or municipal housing supports; (d) which federal department or departments, agencies, or Crown corporations are responsible for administering, funding, or overseeing these housing or rent-support measures, and what role does each play; (e) since September 30, 2025, what is the total amount of federal funding expended on apartment or long-term rental housing for asylum claimants, broken down by (i) fiscal year, (ii) province or territory, (iii) municipality where data is available, (iv) program or funding mechanism; and (f) what proportion of the expenditures outlined in (e) were delivered through direct payments to landlords, payments to third-party service providers or non-governmental organizations, transfers to provinces or municipalities, or payments made directly to asylum claimants?

With regard to study permit holders in Canada and housing since January 2016: (a) what analysis or studies did the government conduct on the (i) number of additional housing units required to house the number of study permit holders in Canada, (ii) potential for increased student housing costs due to the number of study permit holders in Canada, (iii) impacts on housing costs across the housing continuum due to the number of study permit holders in Canada, and what were the findings and dates of each; (b) what is the government's estimate on the average cost increase to rental housing due to the number of study permit holders in Canada, broken down by province or territory, currently, and broken down by each year since 2016; (c) what is the estimated average cost increase to purchase housing due to the number of study permit holders in Canada, broken down by province or territory, currently, and broken down by each year since 2016; and (d) what is the total estimated number of additional housing units required to accommodate study permit holders, broken down province or territory, currently, and broken down by each year since 2016?

With regard to federal policy and analysis related to housing and infrastructure accounting models in the past 10 years: (a) has the Department of Finance conducted any analysis on how shifting public-private accounting models for infrastructure assets could impact individual homeownership, land title (fee simple) and intergenerational wealth in Canada, and, if so, what are the details of that analysis; (b) what consultations, if any, has the government conducted regarding the potential introduction of new collective or lease-based housing models that could alter or replace fee-simple ownership, and, if any, what were the details and outcomes of those consultations; and (c) has the government incorporated, or are there any plans to incorporate, any recommendations from the Bank of Canada, the International Monetary Fund or the World Economic Forum relating to the use of residential property as an infrastructure or financialized asset class, and, if so, what are the details of those recommendations?

With regard to the $2.8 billion allocated in budget 2023 for an Urban, Rural and Northern Indigenous Housing program: (a) what amount of the $2.8 billion has been released to date; (b) of the amount in (a), how much has been disbursed to (i) Indigenous-led organizations, (ii) provinces and territories, (iii) specific housing projects; (c) what amount of the $2.8 billion remains unspent; (d) for the amount in (c), what are the reasons for the delay in releasing the funds, including (i) policy or program design issues, (ii) administrative or departmental barriers, (iii) legal or contracting barriers, (iv) capacity-related issues identified by the government; and (e) what is the government's expected timeline for (i) launching the program in full, (ii) issuing the first disbursements, (iii) releasing the remainder of the funds?

With regard to unused or underused federally-owned buildings which can be converted to housing, as of June 15th 2025: (a) how many units of housing can be produced with (i) minimal interior renovation, (ii) extensive interior renovation (i.e. gutting), (iii) extensive interior and exterior renovation; and (b) what is the estimated cost per unit in (a)(i), (a)(ii) and (a)(iii)?

With regard to the communities which comprise the federal electoral district of Courtenay—Alberni, since the 2022-23 fiscal year: (a) what have been the federal investments and funding contributions for housing projects, including loans and direct transfers provided by the Canada Mortgage and Housing Corporation, invested in or transferred to the municipalities of (i) Tofino, (ii) Ucluelet, (iii) Port Alberni, (iv) Parksville, (v) Qualicum Beach, (vi) Cumberland, (vii) Courtenay, (viii) Deep Bay, (ix) Dashwood, (x) Royston, (xi) French Creek, (xii) Errington, (xiii) Coombs, (xiv) Nanoose Bay, (xv) Cherry Creek, (xvi) China Creek, (xvii) Bamfield, (xviii) Beaver Creek, (xix) Beaufort Range, (xx) Millstream, (xxi) Mount Washington Ski Resort, broken down by fiscal year, project, total contribution, funding program, and type of funding; (b) what have been the federal investments and funding contributions for housing projects, including loans and direct transfers provided by the Canada Mortgage and Housing Corporation, invested in or transferred to the regional districts of (i) Comox Valley, (ii) Nanaimo, (iii) Alberni—Clayoquot, (iv) Powell River, broken down by fiscal year, total expenditure, and project; and (c) what have been the federal investments and funding contributions for housing projects, including loans and direct transfers provided by the Canada Mortgage and Housing Corporation, invested in or transferred to the Island Trusts of (i) Hornby Island, (ii) Denman Island, (iii) Lasqueti Island, broken down by fiscal year, project, total contribution, funding program, and type of funding?
