Questions and responses 45th Parliament, 1st session May 26, 2025, to present

With regard to costs paid by the government in relation to public servants working from home since January 1, 2022, broken down by department or agency, and by year: (a) what is the total amount spent by the government related to public servants working from home; and (b) what is the breakdown of these expenditures by category, including (i) internet or telecommunications costs, (ii) electricity or utility reimbursements, (iii) office furniture such as desks and chairs, (iv) computer equipment and peripherals, (v) office supplies, (vi) any other related expenses?

With regard to bonuses paid out at Crown corporations for the 2024-25 fiscal year, broken down by Crown corporation: (a) what was the total amount paid out in bonuses; (b) how many and what percentage of officials (i) at or above the executive level or equivalent, (ii) below the executive level or equivalent, received bonuses; and (c) of the amount paid out in bonuses, how much went to officials (i) at or above the executive level or equivalent, (ii) below the executive level or equivalent?

With regard to the core public administration reductions from the Comprehensive Expenditure Review: (a) how many letters of affected or at-risk status were sent to employees, broken down by those who work (i) in the National Capital Region, (ii) outside of the National Capital Region; (b) for letters sent to employees who work outside of the National Capital Region, what is the breakdown by province or territory and by municipality; and (c) what is the breakdown of (a) and (b) by department or agency?

With regard to at-risk pay and bonuses paid to executives at all levels through the government's Performance Management Program for fiscal year 2025-26, broken down by department, agency, and Crown corporation: (a) what was the total cost to the government to administer, facilitate, and distribute at-risk pay and bonuses; (b) were any third-party firms, consultants, or agencies hired to assist in the administration, facilitation, and distribution of at-risk pay or bonuses; and (c) if the answer to (b) is yes, what were the details of each such contract, including (i) the total value of the contract, (ii) the vendor, (iii) the date the contract was awarded and its duration, (iv) a description of the goods or services provided, (v) the subject matter of the contract, (vi) the specific goals or objectives of the contract, (vii) whether the goals or objectives were achieved, (viii) whether the contract was sole-sourced or awarded through a competitive procurement process?

With regard to reports or allegations of illegal activity in government workplaces or by government employees in connection to their work, broken down by department or agency, and by year since 2022: (a) how many reports or allegations is the government aware of, in total, and broken down by type or allegation (i.e. theft, assault, violation of the Privacy Act, etc.); (b) of the incidents in (a), which were reported to the police; and (c) what is the breakdown of (a) by status (i.e. founded, unfounded, etc.) and by type of disciplinary action, if applicable?

With regard to Export Development Canada, and broken down by year since 2020: how many employees were assigned to work on export development and trade, in total and broken down by country and region they were assigned to focus on?

With regard to the funding announcement made by the Secretary of State (Sport) at the Toronto Blue Jays game on June 28, 2025: (a) what was the cost of producing the oversized cheque that was presented; (b) did the (i) Secretary or State (Sport), (ii) Minister of International Trade, (iii) Minister of Artificial Intelligence and Digital Innovation, (iv) Parliamentary Secretary to the Minister of Health, (v) Parliamentary Secretary to the Minister of Industry, (vi) Parliamentary Secretary to the Minister of Foreign Affairs, receive their tickets to the game as a gift or did they pay for them; (c) if the tickets were paid for, when did the ministers and parliamentary secretaries pay for them and how much was paid; (d) if the tickets were received as a gift, what was the value of the gift; and (e) did each minister and parliamentary secretary consult the Ethics Commissioner prior to receiving the gift and, if so, when did the consultation occur?

With regard to the government's use of artificial intelligence, broken down by department, agency, Crown corporation or other government entity: has artificial intelligence been used in the development of any petition (including e-petition) responses, and, if so, (i) how was it used, (ii) which artificial intelligence program was used, (iii) what was the subject matter, sponsoring member of Parliament, and date of the related petition?

With regard to the federal public service: what is the number of employees or full-time equivalents, broken down by the postal code where each employee resides?

With regard to the federal public service, broken down by year since 2018, and excluding politically exempt positions: (a) how many positions in the federal public service became vacant due to (i) retirement, (ii) resignation, (iii) promotion or transfer within the public service, (iv) extended leave with a set or expected return date, such as maternity leave, (v) extended leave without a return date, such as medical leave, (vi) secondment, (vii) layoffs or termination without cause, (viii) termination with cause, (ix) death, (x) any other reason, broken down by reason; and (b) what is the breakdown of (a) by department, agency, or other government entity where the person was working prior to the position becoming vacant?

With regard to employees of government departments, agencies, Crown corporations and other government entities: (a) how many employees currently work with a job classification or in an occupational group where the salary range minimum is higher than $150,000 per year (such as EX-04, DM-02, etc.); and (b) what is the breakdown of employees in (a) by job classification or occupational group?

With regard to the Treasury Board Secretariat and the Privy Council Office: how many unilingual English-speaking positions not requiring knowledge of French, unilingual French-speaking positions and bilingual positions exist in the federal public service, in Quebec, specifying the institution (department, branch, board, organization, agency, corporation, Canada Post, Royal Canadian Mounted Police, etc.) and the location (including the Outaouais region of Quebec)?

With regard to government’s approach to the network Antifa: (a) is membership or involvement with Antifa permitted for members of the federal public service; (b) is membership or involvement with Antifa permitted for members of the Canadian Armed Forces or other employees of National Defence; (c) how many members of Antifa or people active in Antifa activities are currently employed in the (i) federal public service, (ii) Canadian Armed Forces; (d) how many (i) federal public servants, (ii) Canadian Armed Forces members, have been disciplined or faced punitive consequences for Antifa-related activities, in each of the last 10 years; and (e) for each incident in (d), broken down by year, what was the nature of the involvement and what were the consequences?

With regard to bonuses authorized or paid out, to date, at government departments or agencies for the 2024-25 fiscal year, broken down by department or agency: (a) what was the total amount authorized and paid out in bonuses; (b) how many and what percentage of officials (i) at or above the executive level or equivalent, (ii) below the executive level or equivalent, received bonuses; and (c) of the amount paid out in bonuses, how much went to officials (i) at or above the executive level or equivalent, (ii) below the executive level or equivalent?

With regard to the federal public service, broken down by year for each of the last five years: (a) as of the start of each year, how many employees had an annualized salary of over (i) $150,000, (ii) $200,000, (iii) $250,000, (iv) $300,000, (v) $400,000, (vi) $500,000; and (b) how many employees received total combined annual financial compensation (salaries, bonuses, benefits, overtime pay, etc.) worth over (i) $150,000, (ii) $200,000, (iii) $250,000, (iv) $300,000, (v) $400,000, (vi) $500,000, from the government?

With regard to full-time federal public servants classified at the EX level or above, and broken down by year since January 1, 2023: (a) how many executive level (or higher) employees worked remotely without any minimum requirements related to the number of days they needed to work on-site at a government office; and (b) what is the breakdown of (a) by classification level and by department or agency?

With regard to the education of government officials: how many government officials, broken down by department, have post-secondary education from an institution other than a university, such as a college or technical school?

With regard to bonuses awarded at Crown corporations for the 2025-26 fiscal year, broken down by each Crown corporation: (a) what was the total amount awarded in bonuses; (b) how many and what percentage of officials (i) at or above the executive level or equivalent, (ii) below the executive level or equivalent, received bonuses; and (c) of the amount awarded in bonuses, how much went to officials (i) at or above the executive level or equivalent, (ii) below the executive level or equivalent?

With regard to the government's plan for federal employees, who the government knows own prohibited firearms, on November 1, 2026: (a) for those employees who did not declare their firearms, will the government be requesting a proof of destruction or deactivation; (b) for employees of (i) the Royal Canadian Mounted Police, (ii) the Canada Border Services Agency, (iii) Parks Canada, (iv) Fisheries and Oceans Canada, (v) the Canadian Security Intelligence Service, (vi) Canadian Wildlife Service, (vii) the Canadian Armed Forces, (viii) the Canadian Coast Guard, who do not produce a certificate of destruction or deactivation, or did not declare their firearms to the government, how will this affect the employee's security clearance and employment status; and (c) will the employees in (b) be subject to administrative or security reviews or will the government continue to employ the employees they've deemed offenders after November 1, 2026?
