The Standing Committee on Citizenship and Immigration met at 3:30 p.m. this day, in Room 209, West Block, the Chair, David Tilson, presiding.

 

Members of the Committee present: Hon. Maurizio Bevilacqua, Paul Calandra, Olivia Chow, Rick Dykstra, Thierry St-Cyr, David Tilson, Alice Wong and Terence Young.

 

Acting Members present: Rob Anders for Nina Grewal, Gérard Asselin for Ève-Mary Thaï Thi Lac, Hon. Geoff Regan for Hon. Jim Karygiannis and Pablo Rodriguez for Hon. Denis Coderre.

 

In attendance: Library of Parliament: Sandra Elgersma, Analyst; Daphne Keevil Harrold, Analyst.

 
The Committee proceeded to the consideration of matters related to Committee business.
 

Olivia Chow moved, — That, in the opinion of this Committee, the Department of Citizenship and Immigration should immediately reissue an updated citizenship guide with the removed references to gay rights and gay history restored; that the Committee adopt this recommendation as a report to the House and that, pursuant to Standing Order 108(1), the Chair present it to the House.

Debate arose thereon.

 

By unanimous consent, it was agreed, — That the motion be amended to read as follows: “That, in the opinion of this Committee, the Minister and the Department of Citizenship and Immigration should immediately reissue an updated citizenship guide with references to gay rights and gay history; that the Committee adopt this recommendation as a report to the House and that, pursuant to Standing Order 108(1), the Chair present it to the House”.

 

At 3:51 p.m., the sitting was suspended.

At 3:56 p.m., the sitting resumed.

 

On motion of Maurizio Bevilacqua, it was agreed, — That the motion be amended to read as follows: “That, in the opinion of this Committee, the Minister and the Department of Citizenship and Immigration should, in its next update of the citizenship guide, include references to gay rights and gay history; that the Committee adopt this recommendation as a report to the House and that, pursuant to Standing Order 108(1), the Chair present it to the House”.

 

After debate, the question was put on the motion, as amended, and it was agreed to on the following recorded division: YEAS: Gérard Asselin, Maurizio Bevilacqua, Olivia Chow, Geoff Regan, Pablo Rodriguez, Thierry St-Cyr — 6; NAYS: Rob Anders, Paul Calandra, Rick Dykstra, Alice Wong, Terence Young — 5.

 

At 4:06 p.m., the sitting was suspended.

At 4:07 p.m., the sitting resumed in camera.

 

By unanimous consent, it was agreed, — That, in relation to the Committee's study of immigration application process wait times, that the Clerk prepare a budget for the travel of five members of the Committee to Nairobi, Kenya, New Delhi, India, and Hong Kong, People's Republic of China, in spring 2010, accompanied by the necessary staff.

 

At 4:13 p.m., the Committee adjourned to the call of the Chair.
