Background

Mr. Clarke (Vancouver Quadra) sought leave to move the adjournment of the House, under the provisions of Standing Order 26, in order to debate the effect of the postal service strike. An earlier request, made by the same Member, November 12, was turned down by the Chair in the hope that the ongoing negotiations might lead to a settlement. As there seemed to be no progress in resolving the dispute, Mr. Clarke tried again to obtain leave from the Chair for an emergency debate.

Decision

The application is accepted.

Reasons given by the Speaker

Because this is the second request and because the situation has not changed substantially since the first application was made five days before, the Chair ought not to resist further the opportunity for Parliament to consider this matter objectively.
