Adjournment Motion Proposed Under Standing Order 26 / Application Not Accepted

Matter not urgent

Debates p. 8422

Background

Mr. De Bane (Matane) sought leave to move the adjournment of the House, under the provisions of Standing Order 26, in order to discuss "the decision of the CRTC to issue a great number of radio and television broadcasting licences to Télémédia". This urgency was created by the delay of the Cabinet to rescind the decision of the CRTC.

Issue

Does the application meet the requirements of Standing Order 26?

Decision

No. The application is not accepted.

Reasons given by the Speaker

"... the decisions taken by commissions while carrying out their normal functions should not constitute matters for urgent discussion." It must also be taken into account that the problem itself has been the subject of discussion, comment and even controversy in the House for several months; Members, therefore, have had many occasions to express their views and present their arguments.
