Background

During debate on the motion for third reading of Bill C-220, an Act to make provision for appeals to an Immigration Appeal Board ..., Mr. Brewin (Greenwood) proposed that the bill be not now read a third time, but be referred to Committee of the Whole for the purpose of reconsidering a particular clause. Mr. Olson (Medicine Hat) raised a point of order and argued that the amendment was out of order because the House had already rejected a similar amendment during consideration of another clause. Having heard comments from Members, the Speaker ruled.

Can an amendment be moved at third reading to refer one clause back to committee for reconsideration, if the House has just ruled on an allegedly similar amendment dealing with another clause?

Yes. The amendment is acceptable.
