Dans la revue financière publiée par le ministère des Finances, on peut lire qu'il y a, depuis les élections, un déficit de 5,4 milliards de dollars. On peut lire qu'une bonne partie de ce déficit est due aux augmentations des prestations aux anciens combattants. Si je comprends bien, il y a bel et bien une somme de 3,7 milliards de dollars qui va automatiquement pour combler l'augmentation des prestations. Est-ce bien le cas?
The Fiscal Monitor, published by the Department of Finance, says that, since the election, there has been a $5.4-billion deficit. The report says that a large part of that deficit is due to the increase of veterans benefits. If I understand correctly, a $3.7-billion amount will indeed be used automatically to cover the benefit increase. Is that correct?

Général Natynczyk, c'est un grand honneur pour moi de vous rencontrer et d'être en mesure de vous poser des questions. Au cours des premières années de mon service militaire, vous étiez mon supérieur le plus haut gradé. J'aimerais donc vous poser trois questions.
Tout d'abord, en 2014-2015, le ministre des Anciens Combattants de l'époque, M. Erin O'Toole, avait l'intention d'aller de l'avant avec une carte qui serait remise à tous les anciens combattants, peu importe leur nombre d'années de service. Elle devait être émise en deux phases. Lors de la première, on devait établir le nombre d'années et le type de services qu'avait fait ce militaire. Lors de la deuxième phase, on devait inclure une puce électronique contenant des informations touchant sa santé.
J'aimerais savoir où en est ce projet et s'il est toujours en cours.
General Natynczyk, it is a great honour for me to meet you and to be able to ask you questions. During the first years of my military service, you were my highest ranking superior. I would have three questions for you.
Firs of all, in 2014-2015, the Minister of Veterans Affairs at the time, Mr. Erin O'Toole, intended to introduce a card which was to be given to all veterans, regardless of their number of years of service. It was to be issued in two phases. During the first one, the type of service and number of years the member had served was to be established. In the second phase, an electronic chip was to be added which would contain information on the person's health.
I would like to know where that project stands and whether it is still going forward.

Plusieurs anciens combattants m'ont appris que lorsqu'un des leurs veut recevoir des prestations, il doit démontrer qu'il a été blessé lors de son service militaire. Il a le fardeau de la preuve à cet égard. On m'a dit qu'aux États-Unis, c'était le contraire puisque les autorités dans ce secteur avaient le fardeau de la preuve. Est-ce exact? Si oui, est-il possible de changer cette approche qui existe au Canada, ce qui simplifierait beaucoup la vie des anciens combattants?

Several veterans told me that when they want to receive benefits, they have to demonstrate that they were injured in the course of their military service. The burden of proof rests with them in that regard. I am told that in the United States it is the opposite, since the authorities in that sector have the burden of proof. Is that correct? If so, would it be possible to change this approach in Canada, which would simplify life for veterans considerably?

Unfortunately, following a pilot project that involved several Canadian cities, we found out that over 2,000 veterans are homeless in Canada.

J'aimerais parler de la transition et du fait qu'il s'agit d'une réintégration.
Par ailleurs, je pense que le guichet unique est une très bonne idée, mais je me demande comment on peut s'assurer que le processus se fera en bonne et due forme. Il me semble qu'on parle souvent du avant et du après, mais pas de la période pendant laquelle les vétérans ne savent pas qu'ils auront éventuellement besoin de services.
On parle souvent de la façon dont ils deviennent des clients — ce n'est pas le meilleur terme, ici — d'Anciens Combattants Canada. Or une fois qu'ils le sont, comment peut-on répondre aux différentes demandes que requiert le processus d'Anciens Combattants Canada?
J'aimerais savoir comment la carte d'identité va aider les vétérans qui vont requérir les services d'Anciens Combattants Canada dans 10 ans ou 15 ans. Comment cette carte va-t-elle leur permettre d'obtenir l'information du ministère, d'entrer en contact avec ce dernier? Le ministère devra communiquer avec eux directement.

I would like to talk about transition and the fact that it is a process of reintegration.
I also feel that the one-stop shop is a very good idea, but I wonder how we can be sure that the process will be done correctly and appropriately. It seems to me that we often talk about before and after, but not about the period during which veterans are unaware that eventually they will be needing services.
We often hear about the way in which they become clients—which is not the best term here—of Veterans Affairs Canada. But once they are, how can we respond to the different needs of the Veterans Affairs Canada process?
I would like to know how the identity card is going to help veterans who will need Veterans Affairs Canada's services in 10 or 15 years. How is the card going to help them get information from the department, to get into contact with it? The department should be communicating with them directly.

Depuis un an, je crois, à la suite des recommandations de ce comité, Anciens Combattants Canada peut entrer en contact avec un militaire avant qu'il quitte les Forces armées canadiennes. Autrement dit, le ministère des Anciens Combattants peut entrer en contact avec un militaire qui va quitter le service pour des raisons de santé, soit des blessures physiques ou mentales, pour voir à ce que sa transition se fasse adéquatement.

For a year, I believe, at the recommendation of this committee, Veterans Affairs Canada has been able to make contact with members of the military before they leave the Canadian Armed Forces. In other words, the Department of Veterans Affairs can make contact with a member of the military who is going to leave the service for health reasons, either for physical or mental injuries, in order to make sure that the transition is done appropriately.
Is that actually the case? Does it work?

En juin dernier, l'indemnité pour blessure grave a été mise en vigueur. Plusieurs militaires en bénéficient déjà, qu'ils soient toujours en service ou qu'ils ne le soient plus.
À votre avis, serait-il souhaitable que cette indemnité, dont le montant est de 70 000 $, soit différée, comme le sont les montants forfaitaires? Je pense que, pour le moment, l'indemnité est remise en un seul versement.
Last June, the critical injury benefit came into effect. A number of members are already taking advantage of it, both those still serving and those who no longer are.
In your opinion, would it be desirable for this benefit, a total of $70,000, to be deferred, like lump sums at the moment? I think the benefit is paid in one single payment.

C'est dans la même veine que ce qu'a dit M. Bratina. Mon frère est dans l'armée et je viens de quitter les Forces armées canadiennes. Je ne sais pas non plus si cela crée un problème éthique. Je crois que nous sommes des adultes raisonnables et que nous sommes capables de mettre de côté nos préférences familiales. Je n'y vois donc pas de problème, mais s'il y en a un, j'aimerais être informé par les fonctionnaires compétents en la matière.
This is in the same vein as what Mr. Bratina said. My brother is in the army and I have just left the Canadian armed forces. I do not know if this creates some ethical problem. I think we are reasonable adults and that we are able to set aside family preferences. I don't see a problem, but if there is one, I would like the public servants concerned to let me know.
