Business of Supply Travaux des subsides

The Order was read for the consideration of the Business of Supply.

Mr. Paquette (Joliette), seconded by Mr. Crête (Montmagny—L'Islet—Kamouraska—Rivière-du-Loup), moved, — That the House acknowledge the inadequacy of the assistance plan for the clothing and textile industries which was announced by the federal government following the closure of six plants in Huntingdon, and that it ask the government to further elaborate with regard to the following elements: the use of safeguards provided for in trade agreements, the implementation of measures to encourage the use of Quebec- and Canadian-made textiles and the creation of a program to assist older workers.

M. Paquette (Joliette), appuyé par M. Crête (Montmagny—L'Islet—Kamouraska—Rivière-du-Loup), propose, — Que la Chambre constate l’insuffisance du plan d’aide aux industries du vêtement et du textile rendu public par le gouvernement après l’annonce de la fermeture de six usines à Huntingdon et lui demande de le compléter notamment sur la base des éléments suivants : l’utilisation des mesures de sauvegarde prévues aux accords commerciaux; la mise en place de mesures d’encouragement à l’utilisation des textiles québécois et canadiens et la création d’un programme d’aide aux travailleurs et travailleuses âgés.

Pursuant to Order made Thursday, February 3, 2005, the House proceeded to the taking of the deferred recorded division on the motion of Ms. Finley (Haldimand—Norfolk), seconded by Mr. Harper (Calgary Southwest), — That, in light of the numerous recent disasters affecting agricultural communities across Canada and the government's failure to deliver timely financial relief to struggling farmers, whether by the Canadian Agricultural Income Stabilization (CAIS) program or other programs, the House call on the government to immediately drop the CAIS deposit requirement and honour the commitments it has already made to Canadian producers.

Harper (Calgary-Sud-Ouest), — Que, compte tenu des nombreuses catastrophes qui ont récemment touché les collectivités agricoles du Canada et l’incapacité du gouvernement d’accorder une aide financière en temps utile aux agriculteurs en difficulté, que ce soit par l’entremise du Programme canadien de stabilisation du revenu agricole (PCSRA) ou d’autres programmes, la Chambre demande au gouvernement de supprimer le dépôt exigé dans le cadre du PCSRA et de respecter les engagements qu’il a pris à l’égard des producteurs canadiens.
