The committee proceeded to the consideration of matters related to committee business.

The Chair presented the Second Report from the Subcommittee on Agenda and Procedure, which read as follows:

Your subcommittee met on Thursday, February 10, 2022, to consider the business of the committee and agreed to make the following recommendations:

  1. That the routine motion governing Time for Opening Remarks and Questioning of Witnesses be amended by replacing, in the first paragraphs, the words “be given five minutes” with the words “be given up to five minutes”.

    The motion, as amended, read as follows:

    That witnesses be given up to five minutes for their opening statement; that whenever possible, witnesses provide the committee with their opening statement 72 hours in advance; that at the discretion of the Chair, during the questioning of witnesses, there be allocated six minutes for the first questioner of each party as follows for the first round:

    Conservative Party
    Liberal Party
    Bloc Québécois
    New Democratic Party

    For the second and subsequent rounds, the order and time for questioning be as follows:

    Conservative Party, five minutes
    Liberal Party, five minutes
    Bloc Québécois, two and a half minutes
    New Democratic Party, two and a half minutes
    Conservative Party, five minutes
    Liberal Party, five minutes.

  2. That the routine motion governing Witness Panels be suspended for the remainder of the study of Nuclear Waste Governance in Canada and that this study continue on Tuesday, February 15, Thursday, February 17, and Tuesday, March 1, 2022.
  3. That the meeting of Thursday, March 3, 2022, be used to give drafting instructions to the analysts for a report on the study of Nuclear Waste Governance in Canada and to continue the consideration of a draft report on Single-Use Plastics.
  4. That the committee continue the consideration of a draft report on Single-Use Plastics on Tuesday, March 22, 2022.
  5. That the Minister of the Environment and Climate Change be invited to appear before the committee when it considers Supplementary Estimates on Thursday, March 24, 2022.
  6. That the committee commence its study of Fossil Fuel Subsidies on Tuesday, March 29, 2022, and that members of the committee submit their witness list for this study to the clerk no later than Friday, March 4, 2022 at 12:00 p.m.
  7. That the Minister of the Environment and Climate Change be invited to appear before the committee when it considers Main Estimates at a yet to be decided date.
  8. That the Interim President of the Impact Assessment Agency of Canada be invited to appear before the committee in May 2022.

It was agreed, — That the Second Report from the subcommittee be concurred in.

Pursuant to Standing Order 108(2) and the motion adopted by the committee on Thursday, February 3, 2022, the committee resumed its study of nuclear waste governance in Canada.

Thomas Isaacs, James Scongack and Gordon Edwards made statements and answered questions.

At 12:42 p.m., the sitting was suspended.

At 12:45 p.m., the sitting resumed.

Jason Donev, Reg Niganobe, Gilles Provost and Ginette Charbonneau made statements and answered questions.

At 1:46 p.m., the committee adjourned to the call of the Chair.
