The committee proceeded to the consideration of matters related to committee business.

It was agreed, — That, for its study of science at the Department of Fisheries and Oceans, the committee hold an additional meeting, to which five additional Atlantic Canada witnesses will be invited to appear, followed by one last meeting with departmental officials.

It was agreed, — That, for its study of the North Atlantic right whale, the committee hold up to six meetings with witnesses, and that the deadline for the submission of witness lists to the clerk be 12:00 p.m. on Friday, September 23, 2022.

It was agreed, — That, in relation to the study of pinniped stock management, the deadline for the submission of witness lists to the clerk be 12:00 p.m. on Monday, October 31, 2022.

It was agreed, — That, in relation to the study of pinniped stock management, the United States of America be included in the countries listed in points (b) and (e) of the motion adopted on Tuesday, January 18, 2022.

It was agreed, — That, pursuant to Standing Order 108(2), the committee undertake a study examining the closure of mackerel fishing in Atlantic Canada and the Gulf of the St. Lawrence, with special consideration given to the fact that (i) lobster fishers depend on mackerel for bait and are therefore facing higher costs as no alternative bait methods have been made available, (ii) commercial mackerel fishers are facing severe uncertainty and a massive reduction in their livelihood, (iii) numerous reports of the abundance of bait and commercial mackerel have been made this spring and summer; and that the committee:

(a) conduct two two-hour meetings to receive testimony from affected stakeholders and departmental officials;

(b) accept written briefs, of no more than 3,000 words, from individuals or organizations who wish to submit input; and

(c) send a letter to the minister reiterating observations and concerns from affected stakeholders on the water.

It was agreed, — That the deadline for the submission of witness lists to the clerk in relation to the study on the closure of mackerel fishing in Atlantic Canada and the Gulf of the St. Lawrence be 12:00 p.m. on Tuesday, September 27, 2022.

It was agreed, — That the clerk of the committee be authorized to grant access to the committee's digital binder to the offices of the whips of each recognized party.

At 4:59 p.m., the committee adjourned to the call of the Chair.
