Pursuant to Standing Order 108(2) and the motion adopted by the committee on Monday, March 20, 2023, the committee commenced its study of tech giants’ current and ongoing use of intimidation and subversion tactics to evade regulation in Canada and across the world.

Motion

Peter Julian moved, — That, in relation to the committee’s study on Google, Facebook and Bill C-18, that Nicolas Clegg, President of Global Affairs for Meta, be summoned to appear before the committee for two hours on May 15, 2023.

Debate arose thereon.

Amendment

Marilyn Gladu moved, — That the motion be amended by replacing the words “Google, Facebook and Bill C-18” with the words “the activities of Meta Platforms, Inc. in reaction to Bill C-18”.

The motion, as amended, read as follows:

That, in relation to the committee’s study on the activities of Meta Platforms, Inc. in reaction to Bill C-18, that Nicolas Clegg, President of Global Affairs for Meta, be summoned to appear before the committee for two hours on May 15, 2023.

Kevin Chan and Rachel Curran, having made solemn affirmations, made statements and answered questions.

At 12:48 p.m., the sitting was suspended.

At 12:49 p.m., the sitting resumed.

The committee resumed consideration of the motion of Rachael Thomas, — That, considering the Auditor General report tabled on Monday, March 27th titled “the Progress on access to high-speed Internet and mobile cellular services lags behind for rural and remote communities and First Nations reserves”, the committee invite Karen Hogan, Auditor General of Canada, to testify before committee as soon as possible for no less than 2 hours.

The debate continued.

After debate, the question was put on the motion and it was agreed to on division.

At 12:59 p.m., the committee adjourned to the call of the Chair.
