Pursuant to Standing Order 108(2) and the motion adopted by the committee on Monday, November 27, 2023, the committee commenced its study of Red Dress Alert.

Leslie Varley and Jennifer Jesty made statements and answered questions.

At 11:59 a.m., the sitting was suspended.

At 12:03 p.m., the sitting resumed.

Kurt Eby made a statement and answered questions.

At 12:43 p.m., the sitting was suspended.

At 12:44 p.m., the sitting resumed.

The committee proceeded to the consideration of matters related to committee business.

It was agreed, — That the proposed budget in the amount of $29,400, for the study on the Red Dress Alert, be adopted.

It was agreed, — That additional witness lists for the study of the Red Dress Alert may be sent to the clerk.

It was agreed, — That, in relation to the study on the Red Dress Alert, the committee offer mental health supports to the witnesses, and that the Clerk be authorized to make the necessary arrangements, if requested.

ORDERED, — That the clerk and analysts of the committee, in consultation with the Chair, prepare a news release for publication on the committee’s website, at the start of the study, and upon presentation of the report to the House.

It was agreed, — That in the context of the study on the Red Dress Alert, the deadline for the submission of briefs be no later than 4:00 p.m. (ET) on Thursday, April 11, 2024, and that briefs not exceed two pages (approximately 1,000 words).

It was agreed, — That the clerk of the Committee make the necessary arrangements for an informal meeting with a delegation of Finnish parliamentarians on Monday, April 8, 2024, at which the Committee will provide coffee and a light snack.

Motion

Michelle Ferreri moved, — Given that,

a) Canadians are facing food insecurity in record numbers, and that one of the groups at the highest risk of facing food insecurity are single mothers;

b) According to the “Food insecurity among Canadian families” report, using data from the 2021 Canada Income Survey, 48% of single mothers living below the poverty line struggle with food insecurity;

c) Increasing the carbon tax by 23% on April 1 will only make food more expensive.

In order to help single mothers afford groceries for their children, the committee report to the House its recommendation to immediately cancel the Liberal Government’s 23% carbon tax increase by April 1.

Debate arose thereon.
