Pursuant to Standing Order 108(2) and the motion adopted by the committee on Wednesday, November 8, 2023, the committee resumed its study of the opioid epidemic and toxic drug crisis in Canada.

The Minister made a statement and answered questions.

A point of order was raised as to the procedural acceptability of the use of props in committee.

RULING BY THE CHAIR

The Chair ruled that the use of props in committee, just like in the Chamber, is out of order.

Whereupon, Stephen Ellis appealed the decision of the Chair.

The question: “Shall the decision of the Chair be sustained?” was put and the decision was sustained on the following recorded division:

YEAS: Jenica Atwin, Brendan Hanley, Majid Jowhari, Marcus Powlowski, Sonia Sidhu, Andréanne Larouche, Gord Johns – 7;

NAYS: Stephen Ellis, Robert Kitchen, Laila Goodridge, Shuvaloy Majumdar – 4.

Accordingly, the Chair’s decision was sustained.

At 12:06 p.m., the sitting was suspended.

At 12:12 p.m., the sitting resumed.

Questioning of the witnesses resumed.

At 1:03 p.m., the committee adjourned to the call of the Chair.
