Pursuant to the order of reference of Thursday, November 24, 2022, the committee commenced consideration of Bill S-219, An Act respecting a National Ribbon Skirt Day.

Mary Jane McCallum, George Cote, Chris Kulak, Marie-Josée Wapistan and Madeleine Redfern made statements and answered questions.

At 12:04 p.m., the sitting was suspended.

At 12:17 p.m., the sitting resumed.

The committee commenced its clause-by-clause study of the Bill.

Pursuant to Standing Order 75(1), consideration of Clause 1 (short title) and of the Preamble was postponed.

The Chair called Clause 2.

Clause 2 carried.

Clause 1, Short Title, carried.

On Preamble,

Jaime Battiste moved, — That Bill S-219, in the preamble, be amended by replacing line 5 on page 1 with the following:

“Whereas, in many Indigenous communities, the ribbon skirt is a centuries-old spiritual”

Debate arose thereon.

At 12:22 p.m., the sitting was suspended.

At 12:23 p.m., the sitting resumed.

The Chair ruled the proposed amendment inadmissible because it sought to amend the preamble. As House of Commons Procedure and Practice, Third Edition, states on page 774: “In the case of a bill that has been referred to committee after second reading, a substantive amendment to the preamble is admissible only if it is rendered necessary by amendments made to the bill. In addition, an amendment to the preamble is in order when its purpose is to clarify it or to ensure uniformity of the English and French versions.”

Whereupon, Jaime Battiste appealed the decision of the Chair.

The question: "Shall the decision of the Chair be sustained?" was put and the decision was overturned on the following recorded division:

YEAS: — 0;

NAYS: Scott Aitchison, Jenica Atwin, Jaime Battiste, Marilène Gill, Lori Idlout, Michael V. McLeod, Eric Melillo, Marcus Powlowski, Jamie Schmale, Gary Vidal, Patrick Weiler — 11.

At 12:30 p.m., the sitting was suspended.

At 12:34 p.m., the sitting resumed.

By unanimous consent, the amendment was withdrawn.

After debate, the Preamble carried.

The Bill was adopted.

ORDERED, — That the Chair report the Bill to the House

At 12:52 p.m., the committee adjourned to the call of the Chair.
