Pursuant to Standing Orders 108(3)(c)(iii) and 108(3)(c)(ix) and the motion adopted by the committee on Wednesday, January 18, 2023, the committee resumed its study of federal government consulting contracts awarded to McKinsey & Company.

The Minister made a statement and, with Catherine Luelo and Roch Huppé, answered questions.

ORDERED — That the committee send for the following documents from the Comptroller General of Canada the day following their receipt by the Comptroller General of Canada:

(a) the Excel spreadsheet that every department, agency is required to submit by Wednesday, February 15, 2023, concerning contracting information with McKinsey & Company;

(b) letters to be provided to the Comptroller General of Canada concerning items on the integrity regime, procurements, and procurements conducted in a consistent manner, by Wednesday, March 22, 2023;

and that minutes of the Comptroller General of Canada’s meeting with chief audit executives on the McKinsey & Company study on Thursday, February 9, 2023, be submitted to the clerk of the committee by Monday, February 13, 2023.

At 5:57 p.m., the sitting was suspended.

At 5:59 p.m., the sitting resumed.

Isabelle Hudon made a statement and answered questions.

By unanimous consent, it was agreed, — That the motion of Gord Johns moved on Wednesday, February 1, 2023, be withdrawn.

Motion

Gord Johns moved, — That the committee expand its study of the outsourcing of contracts in public services and procurement by increasing the number of meetings in the motion adopted on Wednesday, February 1, 2022 to a minimum of twelve meetings; that the committee invite the most senior executives in Canada from McKinsey & Company, Deloitte, PricewaterhouseCoopers, Accenture, KPMG, and Ernst & Young; and that the committee invite additional witnesses to provide testimony, provided that the parties each provide their lists of additional witnesses to the clerk of the committee, by 3:00 p.m. EST on Tuesday, February 14, 2023, who the Chair shall schedule in a manner that is fair to all parties.

Debate arose thereon.

On motion of Garnett Genuis, it was agreed, — That the debate be now adjourned.

Questioning of the witness resumed.

At 6:51 p.m., the committee adjourned to the call of the Chair.
