The Sub-Committee on Human Rights and International Development of the Standing Committee of Foreign Affairs and International Trade met at 3:39 p.m., this day, in Room 208, West Block, the Chair, Colleen Beaumier, presiding.

Members of the Sub-Committee present: Jean Augustine, Colleen Beaumier, Maud Debien,

Acting Member present: Dennis Gruending for Svend Robinson.

In attendance: From the Parliamentary Research Branch of the Library of Parliament: James Lee; Gerald Schmitz, Researchers.

Witnesses: From the Department of Foreign Affairs and International Trade: Joseph Caron, Assistant Deputy Minister, Asia Pacific and Africa; Sandelle Scrimshaw, Director General, Africa Bureau; Philippe Beaulne, Deputy Director, West and Central Africa Division. From the Canadian International Development Agency: Rolando Bahamondes, Regional Analyst for Central Africa and the Great Lakes, Africa and Middle East Branch.

Pursuant to Standing Order 108(2), the Sub-Committee proceeded to hold a briefing session on the Democratic Republic of Congo.

Joseph Caron and Rolando Bahamondes made opening statements and with other witnesses, answered questions.

At 5:22 p.m., the Sub-Committee adjourned to the call of the Chair.
