The Standing Committee on Procedure and House Affairs met in camera at 11:01 a.m. this day, in Room 112-N, Centre Block, the Chair, Joe Preston, presiding.

 

Members of the Committee present: Harold Albrecht, Kelly Block, Rodger Cuzner, Claude DeBellefeuille, Yvon Godin, Michel Guimond, Hon. Marlene Jennings, Guy Lauzon, Tom Lukiwski, Joe Preston, Marcel Proulx and Scott Reid.

 

In attendance: Library of Parliament: Michel Bédard, Analyst; Karine Richer, Analyst.

 

Appearing: Hon. Peter Milliken, Speaker.

 

Witnesses: House of Commons: Audrey O'Brien, Clerk of the House of Commons; Louis Bard, Chief Information Officer; Claire Kennedy, Chief Financial Officer.

 
The Committee proceeded to the consideration of matters related to Committee business.
 

The Chair presented the First Report from the Subcommittee on Agenda and Procedure which read as follows:

Your Subcommittee met on Thursday, November 27, 2008, to consider the business of the Committee and agreed to make the following recommendations:

That, pursuant to its order of reference of Monday, November 24, 2008, the Committee study the Supplementary Estimates (B) 2008-2009: Vote 5b (House of Commons) under PARLIAMENT;

and, that in relation to this study, the Committee invite the Speaker of the House and the Clerk of the House to appear before the Committee.

That, pursuant to Standing Order 108(3)(a)(viii), the Committee undertake a study of matters related to the Conflict of Interest Code for Members of the House of Commons;

and, that in relation to this study, the Committee invite the Conflict of Interest and Ethics Commissioner to appear as soon as possible.

That the Committee ask the Chief Electoral Officer when the Committee can expect to receive his reports pursuant to section 534 and 535 of the Canada Elections Act.

That the Committee send a letter to James Robertson, former analyst of the Committee, congratulating him on his promotion and thanking him for his years of service to the Committee.

 

It was agreed, — That the First Report of the Subcommittee be adopted.

 

It was agreed, — That the Committee proceed to sit in public.

 

At 11:11 a.m., the sitting was suspended.

 

At 11:17 a.m., the Committee resumed sitting in public.

 
Pursuant to its order of reference of Monday, November 24, 2008, the Committee commenced its study of Supplementary Estimates (B) 2008-2009: Vote 5b (House of Commons) under PARLIAMENT.
 

Hon. Peter Milliken and Audrey O'Brien made statements and answered questions.

 

It was agreed, — That the following witness: Louis Bard appear before the Committee.

 

Louis Bard made a statement and, with the other witnesses, answered questions.

 

It was agreed, — That the following witness: Claire Kennedy appear before the Committee.

 

Claire Kennedy made a statement and, with the other witnesses, answered questions.

 

On motion of Harold Albrecht, it was agreed, — That the Committee do now adjourn.

 

At 12:28 p.m., the Committee adjourned to the call of the Chair.
