    Honourable members of the committee, I see a quorum.
    I must inform members that the clerk of the committee can only receive motions for the election of the chair. The clerk cannot receive other types of motions, cannot entertain points of order, nor participate in debate.
    We can now proceed to the election of the chair. Pursuant to Standing Order 106(2), the chair must be a member of the government party.

[Translation]

    I am ready to receive motions for the election of the chair.
    Mr. Dykstra, you have the floor.

Mr. Rick Dykstra (St. Catharines, CPC):
    I move that Member of Parliament Gord Brown be nominated for chair.
The Clerk:
    It has been moved by Mr. Dykstra that Mr. Gord Brown be elected as chair of the committee.

[Translation]

    Are there any further motions?

[English]

    Is it the pleasure of the committee to adopt the motion?
    (Motion agreed to)
    The Clerk: I declare Mr. Brown duly elected chair of the committee.
     Before inviting Mr. Brown to take the chair, if the committee wishes, we will now proceed to the election of the vice-chairs.

[Translation]

    Pursuant to Standing Order No. 106(2), the first vice-chair must be a member of the official opposition.
    I am now ready to receive motions for the election of first vice-chair.
    Mr. Dykstra, you have the floor.

Mr. Rick Dykstra:
    I move Member of Parliament Nantel.
The Clerk:
    It has been moved by Mr. Dykstra that Monsieur Nantel be elected as first vice-chair of the committee.

[Translation]

    Are there any further motions?

    Is it the pleasure of the committee to adopt the motion?
    (Motion agreed to)
The Clerk:
     I declare Mr. Nantel duly elected first vice-chair of the committee.
    Pursuant to Standing Order 106(2), the second vice-chair must be a member of an opposition party other than the official opposition.

[Translation]

    I am now ready to receive motions for the election of second vice-chair.
    Mr. Dykstra, you have the floor.
Mr. Rick Dykstra:
    I nominate Mr. Dion.

[English]

    He requested this because he said he needs the extra money.
The Clerk:
    It has been moved by Mr. Dykstra that Monsieur Dion be elected as second vice-chair of the committee.
    Is it the pleasure of the committee to adopt the motion?
    (Motion agreed to)
    The Clerk: I declare Monsieur Dion duly elected second vice-chair of the committee.
    I now invite Mr. Brown to take the chair.
    Another hard-fought campaign.... I'd like to thank the committee for its endorsement. It was a very short term, from October until January, but I'm glad to be back here.
    Welcome to the two new members of the committee, Mr. Weston and Mr. Falk. As all of you know, we have two fewer members of the committee than we did before, one fewer from the government side and one fewer from the official opposition.
    Are there any proposals for changes to the routine motions?
    Mr. Dykstra.
Mr. Rick Dykstra:
    Mr. Chair, generally speaking, we would go through the entire list of individual motions for the routine procedures of our committee.
    I'm wondering if I would have the indulgence of the other two parties to just ratify what we endorsed in October as being the same, that we will follow through until the end of this session.
The Chair:
    Okay, so you've moved that.
    Do we have any discussion on that?
The Chair:
    Okay.
    (Motion agreed to)
The Chair:
    We're on the move. Things are happening quickly.
    We can now move to committee business, and we will go in camera for that.
     We will suspend briefly.
