A meeting of the Board of Internal Economy of the House of Commons was held on Monday, October 15, 2012 at 11:15 a.m., in Room 112-N, Centre Block.

In the Chair: The Honourable Andrew Scheer, Speaker of the House of Commons

Present: The Honourables Peter Van Loan, Gordon O'Connor and Rob Merrifield; Mr. Nathan Cullen; and Mrs. Nycole Turmel

Acting Secretary to the Board: Marc Bosc, Deputy Clerk of the House of Commons

Also Present: Mark Watters, Chief Financial Officer; Richard Denis, Deputy Law Clerk and Parliamentary Counsel; and Suzanne Verville, Secretariat

Tabling of Minutes

The minutes of the meeting of September 24, 2012 were approved for tabling .

Minutes of Previous Meeting

The minutes of the meeting of October 1, 2012 were adopted.

Members' Allowances and Services

Advertising

The Board did not approve a request for exception authorizing payments for advertising since the expense constituted a donation to non-profit organizations.

Legal Matter

The Board discussed a case and agreed on the appropriate next steps to be taken.

Savings in Other Personnel Costs

The Board took note of the implementation strategy regarding its decisions made on September 24, 2012 on the abolishment of the automatic vacation payment for Members' staff in lieu of vacation leave being paid.

Public Disclosure of the Consolidated Report entitled Individual Members' Expenditures for the Fiscal Year 2011-2012

In accordance with subsection 13(1) of the Members By-law , the Board approved for tabling in the House the report of expenditures incurred by individual Members during fiscal year 2011-2012.

Further to its decision of May 29, 2002, the Board directed that the tabling of the report occur at the same time as the tabling of the Public Accounts of Canada. The Board also agreed that, once tabled, the report be made available on the Parliamentary Internet site.

Administration

Report to Canadians 2012

The Board took note of the Report to Canadians 2012 which reports on the beginning of the 41st Parliament, and agreed that the Speaker proceed with its tabling in the House of Commons as soon as practicable.

Audit of the Financial Statements 2011-2012

The Board took note of the results of the audit of the 2011-2012 financial statements , and agreed to make them available to the Office of the Auditor General for information. The Board also agreed to post the audit of the House of Commons Financial Statements on the Parliament of Canada Web Site.
