Pursuant to Standing Order 108(2) and the motion adopted by the committee on Wednesday, February 19, 2020, the committee commenced its study of palliative care in Canada.

Marcel Saulnier and Christina Lawand made statements and, with Sharon Harper, answered questions.

At 4:39 p.m., the sitting was suspended.

At 4:46 p.m., the sitting resumed in camera.

The committee proceeded to the consideration of matters related to committee business.

It was agreed, — That, in relation to orders of reference from the House respecting bills,

a) the clerk of the committee shall, upon the committee receiving such an order of reference, write to each member who is not a member of a caucus represented on the committee to invite those members to file with the clerk of the committee, in both official languages, any amendments to the bill, which is the subject of the said order, which they would suggest that the committee consider;

b) suggested amendments filed, pursuant to paragraph a), at least 48 hours prior to the start of clause-by-clause consideration of the bill to which the amendments relate shall be deemed to be proposed during the said consideration, provided that the committee may, by motion, vary this deadline in respect of a given bill; and

c) during the clause-by-clause consideration of a bill, the Chair shall allow a member who filed suggested amendments, pursuant to paragraph a), an opportunity to make brief representations in support of them.

It was agreed, — That the committee adopt the report entitled A Diabetes Strategy for Canada, adopted during the First Session of the 42nd Parliament; that, pursuant to Standing Order 109, the committee request that the government table a comprehensive response to the report; and that the Chair present the report to the House.

It was agreed, — That the committee adopt the report entitled Tackling the Problem Head-on: Sports-Related Concussions in Canada, adopted during the First Session of the 42nd Parliament; that, pursuant to Standing Order 109, the committee request that the government table a comprehensive response to the report; and that the Chair present the report to the House.

It was agreed, — That the committee adopt the report entitled Impacts of Methamphetamine Abuse in Canada, adopted during the First Session of the 42nd Parliament; that, pursuant to Standing Order 109, the committee request that the government table a comprehensive response to the report; and that the Chair present the report to the House.

It was agreed, — That the committee adopt the report entitled Get Canada’s Youth Moving!, adopted during the First Session of the 42nd Parliament; that, pursuant to Standing Order 109, the committee request that the government table a comprehensive response to the report; and that the Chair present the report to the House.

It was agreed, — That the committee adopt the report entitled The Health of LGBTQIA2 Communities in Canada, adopted during the First Session of the 42nd Parliament; that, pursuant to Standing Order 109, the committee request that the government table a comprehensive response to the report; and that the Chair present the report to the House.

It was agreed, — That the committee adopt the report entitled Violence Facing Health Care Workers in Canada, adopted during the First Session of the 42nd Parliament; that, pursuant to Standing Order 109, the committee request that the government table a comprehensive response to the report; and that the Chair present the report to the House.

It was agreed, — That the Chair of the committee write a letter to the Minister of Health, the Minister of Public Safety and Emergency Preparedness, and the Minister of Indigenous Services to request a response to the letter dated Friday, August 2, 2019, sent by the Chair of the committee during the First session of the 42nd Parliament, with regards to the study of forced sterilization of women in Canada.

It was agreed, — That, in relation to the reports adopted by the committee earlier today, dissenting or complementary opinions be in Calibri 12-point font, left aligned, single-spaced, and be submitted electronically, in both official languages, to the clerk of the committee, not later than 4:00 p.m. on Friday, March 13, 2020.

It was agreed, — That the work plan prepared by the analysts for the study of palliative care in Canada, as amended, be adopted.

It was agreed, — That, in relation to the study of palliative care in Canada, a call for briefs of a maximum of five pages be issued and that the deadline for the receipt of these briefs be no later than Monday, May 4, 2020, at 4:00 p.m.

At 5:33 p.m., the Committee adjourned to the call of the Chair.
