Pursuant to Standing Order 106(4), the committee commenced consideration of the request by four members of the committee to discuss the need to rehear witnesses on the proposals contained in Amendment G‑4 to Bill C‑21.

Motion

Kristina Michaud moved, — That the committee temporarily suspend the clause-by-clause study of Bill C‑21 and that it allocates two consecutive meetings to study the effects of amendment G‑4, beginning at the next committee meeting;

that the committee invite to testify the witnesses and experts that it deems necessary to hear in order to answer the questions raised by the new concepts added by the amendment G-4 and that the committee proceed according to the usual routine rules for the invitations of the selected witnesses; and

that upon completion of the testimonies, the committee resume its clause-by-clause consideration where it had been suspended and proceed according to the usual rules pursuant to Standing Order 75.

Amendment

Raquel Dancho moved, — That the motion be amended:

by replacing the word “two” with the following: “20”;

by replacing the words “amendment G-4, beginning at the next committee meeting” by the words “amendments G-4 and G-46 and that these meetings include committee travel across Canada, as soon as possible, to rural, northern and indigenous communities to hear from impacted individuals”;

by replacing the words “by the amendment G-4” by the words “by the amendments G-4 and G-46”; and

by adding after the words “That upon completion of the testimonies,” the following: “the Minister of Public Safety appear for four hours before” .

Debate arose thereon.

Subamendment

Alistair MacGregor moved, — That the motion be amended by replacing the word “20” with the following “eight”.

Motion

By unanimous consent, Taleeb Noormohamed moved, — That in relation to clause-by-clause consideration of Bill C-21, an Act to amend certain Acts and to make certain consequential amendments (firearms), amendment G-4, currently under consideration by the committee, be deemed withdrawn; and that amendment G-46, which has not yet been moved, be deemed withdrawn from the package of amendments.

After debate, the question was put on the motion and it was agreed to.

The committee resumed consideration of the amendment, as amended, of Raquel Dancho to the motion of Kristina Michaud on Tuesday, December 13, 2022.

Subamendment

Kristina Michaud moved, — That the amendment be amended by replacing the word “eight” with the word “four”; by deleting the following: “and that these meetings include travel by the committee across Canada, as soon as possible, to rural, northern, and Indigenous communities to hear from impacted individuals”; and by replacing the words “for four hours” with the words “for one hour”.

The motion, as amended, read as follows:
