By unanimous consent, it was agreed, — that Amanpreet S. Gill, Associate Member, be permitted to attend and observe the proceedings in camera.
It was agreed, — That the committee invite officials of Environment and Climate Change Canada to appear from 11:00 a.m. to 1:00 p.m. on Monday, September 22, 2025, to brief the committee on the department’s mandate, activities, and administered legislation.
It was agreed, — That the committee invite the Honourable Julie Dabrusin, PC, MP, Minister of Environment and Climate Change, to appear before the committee for a minimum of two hours, before Friday, October 10, 2025, to answer questions regarding her mandate and priorities.
At 11:42 a.m., the meeting was suspended.
At 11:47 a.m., the meeting resumed in camera.
It was agreed, — That the Committee undertake a study of at least 4 meetings but not more than 6 meetings on the effectiveness, potential improvements and capability of Canada's 2030 Emissions Reduction Plan to meet climate action targets in line with its commitments to the Paris Agreement.
At 12:34 p.m., the meeting was suspended.
At 12:45 p.m., the meeting resumed in camera.
It was agreed, — That, whereas the Government of Canada’s Electric Vehicle Availability Standard requires that 100% of new vehicle sales be zero-emission by 2035;
whereas British Columbia and Quebec maintain electric vehicle sales targets that may interact with the federal mandate; and
whereas the Government of Canada announced it will delay the implementation of the Electric Vehicle Availability Standard for 2026 and launch a 60-day review of the regulation;
the Committee, pursuant to Standing Order 108(2), undertake a study of the Electric Vehicle Availability Standard:
- scheduling no fewer than three meetings and no more than four meetings;
- reporting its findings and recommendations to the House; and
- inviting the following witnesses to appear for no less than one hour each:
- Julie Dabrusin, Minister of Environment and Climate Change; and
- other witnesses.
At 1:05 p.m., the meeting was suspended.
At 1:06 p.m., the meeting resumed in camera.
It was agreed, — That the committee invite officials of the Impact Assessment Agency of Canada to appear from 11:00 a.m. to 12:00 noon, as well as officials of the Canada Water Agency to appear from 12:00 noon to 1:00 p.m., on Thursday, September 25, 2025, to brief the committee on each agency’s mandate, activities, and administered legislation.
At 1:11 p.m., the committee adjourned to the call of the Chair.
