Pursuant to Standing Order 108(3)(i) and the motion adopted by the committee on Wednesday, June 18, 2025, the committee resumed its study of the impact of the criteria for awarding federal funding on research excellence in Canada.

David Freeman and Dr. Yuan Yi Zhu made statements and answered questions.

At 5:26 p.m., the meeting was suspended.

At 5:32 p.m., the meeting resumed.

Dr. Malinda Smith, Martin Normand and Ken Doyle made statements and answered questions.

Motion

Maxime Blanchette-Joncas moved, — That the committee request the three funding councils—namely, the Social Sciences and Humanities Research Council (SSHRC), the Natural Sciences and Engineering Research Council of Canada (NSERC), and the Canadian Institutes of Health Research (CIHR)—to appear before the committee, during the study on the impact of federal funding allocation criteria on the excellence of research in Canada, to provide testimony on this matter. That the committee allocate one hour for their testimony.

Debate arose thereon.

The question was put on the motion and it was agreed to, by a show of hands: YEAS: 9; NAYS: 0.

Questioning of the witnesses resumed.

At 6:33 p.m., the committee adjourned to the call of the Chair.
