With regard to government funding for the Canadian Centre to End Human Trafficking and the Canadian Human Trafficking Hotline: (a) broken down by fiscal year since 2018-19, how much of the hotline funding went towards (i) salaries and benefits, (ii) awareness and advertising campaigns, (iii) administrative overhead, (iv) direct victim support or referrals, (v) all other categories; (b) what portion of total contacts received by the hotline since 2019 was determined not to involve human trafficking, and how does the government assess whether the volume of non-trafficking-related contacts represents efficient use of public funds; and (c) has the government received any concerns from provincial or territorial partners, law enforcement agencies, or stakeholder organizations regarding the effectiveness or impact of the hotline relative to the funding provided, and, if so, what are the details, including, for each, (i) what concerns were raised, (ii) from whom the concerns were raised, (iii) the government's response to the concerns raised? |

With regard to federal funding provided to the Canadian Centre to End Human Trafficking for the operation of the Canadian Human Trafficking Hotline since its launch in 2019: (a) what is the total amount of funding disbursed to date, broken down by fiscal year; (b) for each fiscal year, what is the (i) number of contacts received by the hotline (including calls, texts, online reports, and all other forms of contact), (ii) number of substantiated human trafficking cases identified, (iii) number of referrals made to law enforcement agencies, (iv) number of referrals made to social service providers; (c) what performance metrics or key performance indicators has the government established to evaluate the effectiveness of the hotline in supporting victims and leading to prosecutions or disruptions of trafficking networks; (d) what specific outcome-based targets or deliverables are included in the funding agreements concerning the number or percentage of hotline contacts that should result in law enforcement referrals, victim services access, or disruptions of trafficking operations; (e) for each year since the hotline's launch, what progress has been reported by the centre against the targets in (d); and (f) what comparative analysis, if any, has the government conducted of the hotline's performance (including cost per substantiated case or per law enforcement referral) against similar victim-support hotlines or anti-trafficking initiatives in Canada or internationally? |

With regard to government funding for the Canadian Human Trafficking Hotline operated by the Canadian Centre to End Human Trafficking and the effectiveness of the hotline: (a) since 2019, how many of the referrals made by the hotline to law enforcement agencies have resulted in (i) investigations opened, (ii) charges laid under section 279.01 or related provisions of the Criminal Code, (iii) convictions for human trafficking offences; (b) what feedback, if any, has Public Safety Canada or the Royal Canadian Mounted Police received from provincial, territorial, or municipal law enforcement partners regarding the utility, quality, or timeliness of referrals received from the hotline; and (c) has the government conducted any audits, evaluations, or value-for-money reviews, or is the government aware of any audits, evaluations, or value-for-money reviews that have been conducted by or for the government, on the hotline's operations since 2019, and, if so, what are the details, including, for each, the findings concerning cost-effectiveness and outcomes for victims? |
