Since 1964, year of the first-ever codification of Question Period rules there has been a constant evolution in the treatment of oral questions. Jn a statement to the House in 1975, Speaker Jerome set out several principles for the conduct of Question Period. On February 24, 1986, Speaker Bosley also made a statement concerning oral questions, following a series of acrimonious and disorderly Question Periods. He indicated that certain of the traditional guidelines would continue to be enforced by the Chair, but that others had changed over time. These guidelines left the Chair with discretion in allowing a question and even wider latitude with regard to supplementary questions.
