A meeting of the Board of Internal Economy of the House of Commons was held on Thursday, December 12, 2019, at 12:36 p.m., in Room 225-A, West Block.

NEW MEMBERS OF THE BOARD

Pursuant to section 50(5) of the Parliament of Canada Act, the Hon. Anthony Rota (December 12, 2019), the Hon. Ginette Petitpas Taylor (December 11, 2019) and Ms. Claude DeBellefeuille (December 10, 2019) were recently sworn in as members of the Board.

The Hon. Mark Holland (September 27, 2018), the Hon. Pablo Rodriguez (May 28, 2019), the Hon. Candice Bergen (September 20, 2016), Mr. Mark Strahl (September 28, 2017), and Mr. Peter Julian (March 21, 2019), previously sworn in, continued their appointments to the Board.

Pursuant to section 50(2) of the Parliament of Canada Act, the Hon. Dominic LeBlanc and the Hon. Pablo Rodriguez were appointed as representatives of the Queen’s Privy Council.


QUARTERLY FINANCIAL REPORT FOR THE SECOND QUARTER 2019-2020

The Quarterly Financial Report for the second quarter of 2019–2020, which includes comparative information relating to the second quarter of the previous fiscal year, was submitted to Board members for information.


ADMINISTRATIVE REORGANIZATION AT THE INTERNATIONAL AND INTERPARLIAMENTARY AFFAIRS DIRECTORATE

Colette Labrecque-Riel, Clerk Assistant and Director General, International and Interparliamentary Affairs, presented and answered questions regarding the administrative reorganization at the International and Interparliamentary Affairs Directorate.

The Board approved additional funding in the amount of $96,080 (excluding employee benefit plans) for human resources to support the administrative reorganization at the International and Interparliamentary Affairs Directorate. Funding will be sought through the 2020–2021 Main Estimates. The funding will be shared using the usual formula (30% Senate, 70% House of Commons) between the Senate ($36,030) and the House of Commons ($96,080).


LEGAL AND LEGISLATION SERVICES PROVIDED TO MEMBERS OF PARLIAMENT

Philippe Dufresne, Law Clerk and Parliamentary Counsel, and Daniel Paquette, Chief Financial Officer, presented and answered questions regarding the legal and legislation services provided to Members of Parliament.

The Board approved additional funding in the amount of $825,105 (excluding employee benefit plans) for human resources in the Office of the Law Clerk and Parliamentary Counsel to support the legal and legislation services provided to the House of Commons, its committees and Members, the Board, the Speaker, and the House Administration. Funding will be sought through the 2020–2021 Main Estimates.


PROPOSED 2020-2021 MAIN ESTIMATES

Daniel Paquette, Chief Financial Officer, presented the proposed 2020–2021 Main Estimates and answered questions.

The Board approved the proposed 2020–2021 Main Estimates for the House of Commons in the amount of $516.4M.
