Message on Estimates
Her Excellency the Governor General transmits to the House of Commons the Supplementary Estimates (A) of sums required to defray expenses of the public service of Canada for the fiscal year ending on March 31, 2005, and in accordance with section 54 of the Constitution Act, 1867, recommends these Estimates to the House of Commons.

Mr. Harper (Calgary Southwest), seconded by Mr. Doyle (St. John's East), moved, — That this House deplore the attitude of the Prime Minister of Canada at and following the First Ministers' Conference of October 26, 2004, and that it call on the federal government to immediately implement its pledges of June 5 and 27, 2004, to allow the provinces of Newfoundland and Labrador, and Nova Scotia to keep 100% of their provincial offshore oil and gas revenues.

M. Harper (Calgary-Sud-Ouest), appuyé par M. Doyle (St. John's-Est), propose, — Que la Chambre déplore l’attitude du premier ministre du Canada durant la conférence des premiers ministres du 26 octobre 2004 et après, et qu’elle demande au gouvernement fédéral de tenir les promesses, faites les 5 et 27 juin 2004, de laisser les provinces de Terre-Neuve-et-Labrador et de Nouvelle-Écosse conserver la totalité des revenus qu’elles tirent de l’exploitation pétrolière et gazière au large de leurs côtes.
