Pursuant to the order of reference of Friday, February 10, 2023, the committee commenced consideration of the report of the Federal Electoral Boundaries Commission for Ontario 2022.

The witnesses made statements and answered questions.

At 11:51 a.m., the sitting was suspended.

At 11:58 a.m., the sitting resumed in camera.

The committee proceeded to the consideration of matters related to committee business.

It was agreed, —That the Second Report from the Subcommittee on Agenda and Procedure, which read as follows, be concurred in:

1. That, the committee continue to prioritize its study on Foreign Election Interference, and

a. that for any witnesses named in the motion of PROC meeting 57, on March 21, 2023, who have not confirmed attendance, that the committee send a letter to them to strongly encourage their attendance before the committee; and

b. that analysts draft a summary of evidence and that when possible, before the summer adjournment, the committee, or its subcommittee, meet to provide drafting instructions to the analysts.

2. That in relation to the committee’s study of the Main Estimates for the fiscal year ending March 31, 2024, the committee invite:

a. The Honourable Dominic LeBlanc, Minister of Intergovernmental Affairs, Infrastructure and Communities,

b. The Honourable Anthony Rota, Speaker of the House of Commons, along with Eric Janse, Interim Clerk of the House of Commons and a representative from the Parliamentary Protective Service, and

c. The Chief Electoral Officer, Elections Canada.

3. That in the fall session, the committee consider a study concerning the report of the Chief Electoral Officer of Canada entitled “Meeting New Challenges: Recommendations from the Chief Electoral Officer of Canada, Following the 43rd and 44th General Elections” referred to the committee on Tuesday, June 7, 2022 as well as the accompanying second report entitled, “Recommendations Report 2019 and 2021 General Elections” submitted to the Chief Electoral Officer of Canada by the Commissioner of Canada Elections on Tuesday, June 7, 2022.

Pursuant to the order of reference of Wednesday, February 1, 2023, the committee resumed consideration of the report of the Federal Electoral Boundaries Commission for Quebec 2022.

The committee commenced consideration of a draft report.

It was agreed, — That the draft report be adopted.

It was agreed, — That the report be entitled: "Report on the Report of the Federal Electoral Boundaries Commission for the Province of Quebec, 2022".

It was agreed, — That the Chair, clerk and analysts be authorized to make such grammatical and editorial changes as may be necessary without changing the substance of the report.

It was agreed, — That dissenting or supplementary opinions be submitted electronically, in both official languages, to the clerk of the committee, not later than Friday, May 12, 2023, at 12:00 p.m.

ORDERED, — That the Chair present the report to the House.

At 1:04 p.m., the committee adjourned to the call of the Chair.
