Minutes of Proceedings
The Chair presented the First Report from the Subcommittee on Agenda and Procedure, which read as follows:
Your subcommittee met on Wednesday, September 17, 2025, to consider the business of the committee and agreed to make the following recommendations:
1. That the committee invite the Chairperson and Chief Executive Officer of the Canadian Radio-television and Telecommunications Commission, Vicky Eatrides, to appear on Wednesday, October 1, 2025, to provide an update on the implementation of the Online Streaming Act;
2. That the committee invite the President and Chief Executive Officer of CBC/Radio-Canada, Marie Philippe Bouchard, to appear on Wednesday, October 8, 2025, to discuss CBC/Radio-Canada’s priorities; and
3. That the committee give priority to a study on the effects of technological advances in artificial intelligence on the creative industries and that the committee members submit their witness lists to the clerk of the committee by Wednesday, September 24, 2025, at 5:00 p.m.
It was agreed, — That the First Report from the subcommittee be concurred in.
It was agreed, — That the proposed budget in the amount of $500.00, for the briefing on the mandate and priorities of the minister of Canadian Identity and Culture, be adopted.
At 3:55 p.m., the meeting was suspended.
At 3:59 p.m., the meeting resumed.
It was agreed, — That, given that committee members, staff, the clerk, analysts, and witnesses worked hard to produce the report entitled “Tech giants’ intimidation and subversion tactics to evade regulation in Canada and globally” during the first session of the 44th Parliament, and given that the government did not table a response because of the prorogation of Parliament, the committee deem that it has undertaken and completed a study on “Tech giants’ intimidation and subversion tactics to evade regulation in Canada and globally” pursuant to Standing Order 108(2), and that it adopt that report as a report from this committee; pursuant to Standing Order 109, the committee request the government to table a comprehensive response to the report; supplementary or dissenting reports that accompanied the report in the previous session of Parliament be tabled with the main report; and, the Chair present the report to the House.
It was agreed, — That, given that committee members, staff, the clerk, analysts, and witnesses worked hard to produce the report entitled “Harms caused by illegal sexually explicit material online” during the first session of the 44th Parliament, and given that the government did not table a response because of the prorogation of Parliament, the committee deem that it has undertaken and completed a study on “Harms caused by illegal sexually explicit material online” pursuant to Standing Order 108(2), and that it adopt that report as a report from this committee; that pursuant to Standing Order 109, the committee request the government to table a comprehensive response to the report; supplementary or dissenting reports that accompanied the report in the previous session of Parliament be tabled with the main report; and, the Chair present the report to the House.
It was agreed, — That, given that committee members, staff, the clerk, analysts, and witnesses worked hard to produce the report entitled “The holding of National Forum on the Media” during the first session of the 44th Parliament, and given that the government did not table a response because of the prorogation of Parliament, the committee deem that it has undertaken and completed a study on “The holding of National Forum on the Media” pursuant to Standing Order 108(2), and that it adopt that report as a report from this committee; pursuant to Standing Order 109, the committee request the government to table a comprehensive response to the report; supplementary or dissenting reports that accompanied the report in the previous session of Parliament be tabled with the main report; and, the Chair present the report to the House.

It was agreed, — That for the study on the impact of technological advances in artificial intelligence on the creative industries the committee hold at least five meetings on this study.
Rachael Thomas moved, — That the committee undertake a study on the journalism and media sectors in Canada and Quebec, including issues of fairness and competition; that the study be comprised of no less than five (5) meetings; that the committee invite the Minister of Canadian Identity and Culture and the President and Chief Executive Officer of the CBC/Radio-Canada to testify in relation to the study for no less than two hours each, separately; and that the committee invite other witnesses selected by parties to testify.
Debate arose thereon.
Martin Champoux moved, — That the motion be amended by replacing the words “and the President and CEO of the CBC/Radio-Canada to testify in relation to the study for no less than two hours each, separately;” with the following: "in the relation of the study for two hours and that the President and Chief Executive Officer of CBC/Radio-Canada be included on the Committee's witness list for this study".
Debate arose thereon.
At 4:24 p.m., the meeting was suspended.
At 4:28 p.m., the meeting resumed.
The question was put on the amendment of Martin Champoux and it was agreed to, by a show of hands: YEAS: 5; NAYS: 4.
David Myles moved, — That the motion be amended by replacing the words “two hours” with the words “one hour”.

After debate, the question was put on the motion, as amended, and it was agreed to on the following recorded division:
YEAS: Fares Al Soud, Martin Champoux, Kerry Diotte, Bernard Généreux, Sukhman Gill, David Myles, Bienvenu-Olivier Ntumba, Zoe Royer, Rachael Thomas, Kevin Waugh — 10;
NAYS: — 0.
The motion, as amended, read as follows:
That the committee undertake a study on the journalism and media sectors in Canada and Quebec, including issues of fairness and competition; that the study be comprised of no less than five (5) meetings; that the committee invite the Minister of Canadian Identity and Culture to testify in relation to this study for two hours and that the President and Chief Executive Officer of CBC/Radio-Canada be included on the Committee's witness list for this study and that the committee invite other witnesses selected by parties to testify.
At 4:45 p.m., the committee adjourned to the call of the Chair.
