The committee proceeded to the consideration of matters related to committee business.

It was agreed, — That, pursuant to Standing Order 108(2), the committee hold a minimum of three meetings to examine the current process by which Immigration, Refugees and Citizenship Canada (IRCC) issues study permits; that the committee place particular emphasis on identifying systemic issues within the International Student Program and exploring long-term solutions; that the committee invite the Minister of Immigration, Refugees and Citizenship, as well as any other witnesses it deems relevant, to appear; and that the committee report its findings to the House.

It was agreed, — That the committee begin on Tuesday, September 23, 2025 its study of the International Student Program and Study Permits; that committee members submit their list of proposed witnesses, by order of priority, to the clerk of the committee by Monday, September 22, 2025 at 5:00 pm.; that the clerk invite officials from the Department of Immigration, Refugees and Citizenship to appear on September 23, 2025 and witnesses on September 25, 2025.

Pursuant to Standing Order 108(2) the committee commenced its study of Canada's immigration system.

At 3:50 p.m., the meeting was suspended.

At 3:51 p.m., the meeting resumed.

At 3:57 p.m., the meeting was suspended.

At 4:03 p.m., the meeting resumed.

It was agreed, — That, pursuant to Standing Order 108(2), the committee invite the Minister of Immigration, Refugees and Citizenship, along with the appropriate officials from the Department of Citizenship and Immigration, to appear before the committee for no less than two hours, no later than Friday, November 7, 2025, in relation to the Immigration Levels Plan tabled to Parliament; and

That, pursuant to Standing Order 108(2), the committee undertake a study to examine ways to improve the order, fairness, and effectiveness of Canada’s immigration system, and, for the purpose of this study:

(a) schedule no less than 15 meetings, including the following themes:

(i) immigration levels,

(ii) the asylum system,

(iii) immigration processes,

(iv) strategies that could be pursued in order to encourage a greater proportion of French-speaking newcomers to live, work, and contribute within Quebec and across Canada;

(b) invite the following witnesses to appear to give evidence on each of the above themes as the committee deems appropriate:

(i) Dr. Harpreet S. Kochhar, Deputy Minister of Immigration, Refugees and Citizenship,

(ii) officials from the Department of Citizenship and Immigration,

(iii) officials from the Immigration Refugee Board,

(iv) officials from the Department of Public Safety and Emergency Preparedness,

(v) officials from the Canada Border Services Agency,

(vi) representatives from the Royal Canadian Mounted Police,

(vii) any additional witnesses the committee deems appropriate, provided they are submitted to the clerk by members of the committee no later than three weeks following the adoption of this motion;

(c) report to the House, forthwith, that it is undertaking this study; and

(d) at the conclusion of the study, report its findings and recommendations to the House.

ORDERED, — That the Chair present the report to the House.


It was agreed, — That, regarding its study of Canada’s Immigration System, committee members submit their list of proposed witnesses, by order of priority and by theme, to the clerk of the committee by Wednesday, October 8, 2025, at 5:00 p.m.

At 4:34 p.m., the committee adjourned to the call of the Chair.
